City of Fort Walton Beach
MEMORANDUM
To; Honorable Mayor and City Council
From: Joyce Shanahan, City Manager
Subject: Purchase of Softball Complex and Fairgrounds Property
Date: May 5, 2005
BACKGROUND:
The Softball Complex and the Fairgrounds comprises 42. 3 acres. The Softball Complex is a 12. 3 acre
parcel of property on U. S Forest Department land located on Lewis Turner Boulevard, at the northern
end of Fort Walton Beach, in the Kenwood Neighborhood. The complex is currently leased from the U. S
Department of Agriculture - Forest Service via a five- year lease scheduled to expire December 31, 2005.
The complex has been used by the City for softball programs and picnics since 1971. The Fairgrounds
make the remaining 30 acres of this parcel. The City has a long- standing relationship with the Fair
Association and we share parking space with the association. Neither the Softball Complex nor the
Fairgrounds is located in the City limits.
The USDA Forest Service wants to rid itself of these small isolated parcels that they own/ manage, and
therefore have not entered into any long- term lease agreements with the City or the Northwest Florida
Fair Association, as they have in the past. Our current lease is short- term and is scheduled to expire on
December 31, 2005. Staff has previously solicited and received Council's consensus on its interest in
continuing to use these properties either through lease or purchase. Until just very recently the outright
purchase of the property was not possible and was only available through a long and
