Agenda Item Number: PH - 8
CITY of FORT W ALTON BEACH
MEMORANDUM
DATE: April 21, 2005
TO: Joyce Shananhan, City Manager
FROM: Ron Bishoy~ Chief of Police
SUBJECT: 2005 Edward Byrne Memorial Justice Assistance Grant
BACKGROUND:
Starting this year, the Local Law Enforcement Block Grant Program grant and the
Edward Byrne Memorial State and Local Law Enforcement Assistance Program. grant
have been merged into one grant program. The United States Department of Justice,
Office of Justice Programs, Bureau of Justice Assistance, operated these two grant
programs. The new grant program, the Edward Byrne Memorial Justice Assistance Grant
JAG), allows for a direct award to local units of government. This year, the City of Fort
Walton Beach has been offered a direct award in the amount of$ 10, 040. 00.
DISCUSSION:
Staff proposes to use the funds to enhance the Police Department' s community policing
initiative in the community. Several efforts are pl'anned by the Community Policin~ Unit
to revitalize
police-community contacts and cooperation. These efforts center on
partnering with churches . and other community or business groul's oJ> eratinE within
mainly the CRA area of the City. Other activities will include stepped- up enforcement in
and around areas that have experienced increased or more visible criminal activity in
recent months.
The proposed 2005 Edward Byrne expenditures are limited to the purchase of three in- car
video systems to replace units currently installed in the vehicles. The video systems
assist the officers with documenting grant related activities while providing a measure of
officer safety. The video systems to be replaced were purchased in June of 2001. The
industry standard life of a unit is generally considered to be five years. The systems are
nearing the end of this period and their repair costs continue to escalate. Repair cost, so
far this year, are nearly $ 4, 000.
The 2005 Edward Byrne Grant is in the amount of $10, 040. 00. Since the grant is being
received mid fiscal year, the budget will need to be amended, at a future date, to account
for this grant.
RECOMMENDATIONS:
