- whereby members
would become well-informed on a particular issue by w ' ng with Staff, then present their findings back to
the board, so a consensus and a decision can be mad y the Board. The Chairman feels this would be a way
to improve communication between Staff and th oard.
Mr. Gercak moved to assign members oft e MPB to subcom it e s-of- onefor various elements of the

The City Attorney clarified that 0 member could not represent the Board unless the Board took a vote.
Regarding the issue of sitting i on City Staff meetings, the City Attorney advised that board members are
not permitted to participate' any City staff meetings on a particular subject, but could request as a board
member a meeting with S ffto discuss items of concern. Therefore the idea of the subcommittees is not an
issue of one member king over the Board and making authority, but rather for them to gather the
information and pr ent it to the BoardJor their consideration.
