BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: November 5, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Approval of Engineering Task Order 04
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: The scope of services for the Subsurface Utility Engineering (SUE)
project includes professional and technical services for locating, verifying, installing permanent
markers and acquiring information and data for components of the Okaloosa County Water and
Sewer System. The county Water and Sewer Department continues to collect information and
data regarding the water and sewer system to populate the geographic information system (GIS)
and to develop maps of the existing water distribution and wastewater collection systems. This
task order has been developed and negotiated with Constantine Engineering, Inc per the terms of
our General Engineering Services Contract to assist the County to perform these services. This
Task Order requires approval by the Board of County Commissioners.
BACKGROUND: OCWS staff has a need for Constantine Engineering to assist the County to
perform services for collecting information and data about buried and above ground components
of the water and sewer system. The Water and Sewer Department staff uses this information and
data daily to protect the existing utilities, plan for future growth, react during emergencies to
minimize service outages, and to plan for preventative maintenance and scheduled
repair/replacement of these assets.
To date, Constantine has performed these SUE services to locate, map and document the water
and sewer assets associated with approximately 517 miles of water lines, 99 miles of sewer force
mains and 18 miles of reclaimed water lines. Greater than 21,458 water and sewer assets,
including buried pipelines, fittings, valves, water meters and fire hydrants have been located,
mapped using sub-meter accuracy and uploaded into the County's GIS data base. This accurate
information about the existing system allows the County to maximize the capacity of the existing
systems to meet current and future demands while minimizing the investment in new assets. The
County's engineering staff and consultants rely on this information to evaluate the availability of
water and sewer services and their capacity to deliver these services to existing and new
customers.
Accurate, up-to-date information, data and maps enable the Water and Sewer Department to
more efficiently identify, mark and therefore protect the County’s water and sewer assets. Every
year, careless construction activities damage buried water and sewer pipelines and valves. Up
to-date maps allow the County to react quickly during emergencies to isolate damaged areas
from the rest of the system and thereby minimize the impacts of system outages on other non-
affected customers. Accurate information that is easily assessable will improve the ability of
staff to protect these assets.
This Task Order/Engineering Scope of Services negotiated with Constantine Engineering
includes the necessary work tasks to complete the scope of work and is for a Not to Exceed
Amount of $200,000.00. Funds are available in the approved FY2014 budget for this task order.
This is a 50% reduction from the FY2013 budget amount for this category of work.
OPTIONS: Approve or Deny
RECOMMENDATIONS: OCWS staff recommends BCC approval to authorize the Chairman
to execute Task Order 04 with Constantine Engineering, Inc. for a Not to Exceed Amount of
$200,000.00.
