BACKGROUND: The City of Laurel Hill is pursuing the resurfacing of local roads inside the City limits and has requested the Okaloosa County Public Works Department provide labor and equipment to overlay Sunnyside Avenue (from Hwy 85 to 3rd St) and Steel Mill Creek Road (from City limits to 7928 Steel Mill Creek Rd). The City will be preparing the roadways for resurfacing by patching defects and installing drainage improvements prior to County involvement. The work will require the asphalt crew/equipment and will take approximately 2 days to complete. There will be minor impacts to the scheduling of other project commitments as a result of this work if approved. The total cost for the County's efforts (labor and equipment use) is estimated at $27,000. OPTIONS: Approve/Disapprove. RECOMMENDATIONS: Staff requests the Board's consideration of the request made by the City of Laurel Hill to provide labor and equipment for the resurfacing of Sunnyside Avenue and Steel Mill Creek Road. BACKGROUND: In previous Board action, approval was given to advertise a public hearing to solicit comments both for and against franchising commercial garbage collection services throughout the five franchise areas of unincorporated Okaloosa County. At the same time, interest was expressed from members of the Board as to the impact of the commercial collection announcement on potential negotiations with WMI concerning enhanced recycling. WMI provided a proposal (see attached) on the enhanced recycling initiative recently which is essentially the same as their December proposal. The Board elected to forego County-wide 1-1- 1 services when this was presented in December and wait until 2016 to competitively bid said services. In consideration of the Board’s action in December and given that WMI’s latest offer mirrors their prior offer, staff does not recommend a change in position from the Board’s previous action on this item. Secondly, WMI responded to an inquiry on the cost of keeping the 96-gallon recycling carts in use in the service areas where the pilot was conducted. Attached is a letter dated March 8, 2013 that provides two options for leaving the carts in place: • $1.90/home per month for the 2,300 homes in the current pilot project (maintenance will be the responsibility of WM) OR • Okaloosa county can purchase the carts for $130,000 (maintenance will be the responsibility of the County). Note that the cost of the first option equates to about $157, 000. Both options appear to be high in that the containers are now a year old and are essentially used carts whose original purchase price was reportedly around $52 per container or $119,600. Should the Board elect to reimburse WMI for the cost of the cans, consideration should be given to funding the cost through the Solid Waste reserve fund account. Packet Pg. 912 8.7.c OPTIONS: Approve/Disapprove continuing large can recycling and 2-1-1 service in the two Shalimar pilot program areas through an increased monthly charge of $1.90 per customer, or by a one-time purchase price of $130,000 for 2,300 96-gallon roll carts. RECOMMENDATIONS: Staff requests Board consideration for one of the following two options: 1) Continue large can recycling with 2-1-1 service in the two pilot areas for $1.90/month per customer or a one-time purchase of 2,300 96-gallon roll carts at a cost of $130,000, or 2) Discontinue large can recycling service in the two Shalimar pilot areas and resume standard 2-1- 1 service with 18-gallon bins. Fort Walton Beach, FL 32548 (850) 301-2816 dfarmer@wm.com March 8, 2013 Attachment: WM Okaloosa County letter 3082013 (1472 : Enhanced Recycling) Mr. John Hofstad Public Works Director Okaloosa County Public Works 1759 South Ferdon Blvd. Crestview, FL 32536 Dear John: First, I wanted to thank you for the time you spent with our Waste Management (WM) team discussing the option of providing a 1x1x1 program county wide. Unfortunately, based on our conversations, it seems that the potential savings of this program (approximately $759K annually) are not compelling enough for Okaloosa County to move forward at this time. We respect this decision, and would entertain future discussions should the Board of County Commissioners request to re-address this opportunity at a later date. In the meantime, you had asked WM for pricing to keep the 96 gallon recycling carts at the 2,300 home-pilot along with pricing on providing this enhanced level of service. The additional cost to provide the cart and increased service level is: • $1.90/home per month for the 2,300 homes in the current pilot project (maintenance will be the responsibility of WM) OR • Okaloosa county can purchase the carts for $130,000 (maintenance will be the responsibility of the County). In either scenario Waste Management will continue to service this 2,300 pilot area with a 2x1x1x service level. Please let me know if you have any questions. BACKGROUND: The Biomass Estimate Project is being funded through the Gulf Seafood and Tourism Promotional Fund (Fund). Okaloosa County was successful in securing the award based on a Scope of Work provided to the fund managers in October 2012. The purpose of the Fund was described as follows: A $57 million fund, the Gulf Tourism and Seafood Promotional Fund (“Promotional Fund”), has been established to promote tourism and the seafood industries in Gulf Coast areas impacted by the Deepwater Horizon Incident. In particular, one of the primary purposes of this Promotional Fund is for the support of programs directed to advertising, promotion and/or marketing which supports Gulf tourism and the seafood industries. At the time the Fund was first advertised, it did not appear as though any type of marine work was applicable to the stated purpose. However, Commissioner Parisot urged OCARP to develop an application that would benefit the County and the objectives of a Biomass Estimate Project seemed to be a better fit with the stated purpose as opposed to the construction of reefs. OCARP developed and submitted the application and it was reviewed and awarded based on its merits. This presentation is intended to describe those merits and demonstrate to the Board that the results of the Biomass Estimate project will benefit the County and others. Staff prepared the attached presentation to outline the benefits of the proposed project. OPTIONS: This item is being presented to the Board for informational purposes and no action is required. RECOMMENDATIONS: At the request of the Commission, this item is being presented for informational purposes to highlight the benefits of the proposed Biomass Estimate Project being Packet Pg. 916 8.7.d funded through the Gulf Tourism and Seafood Promotional Fund.
