We will provide a positive recommendation for the transfer of the Collection of the Tourist Development Tax to the Tax Collector from the Clerk of the Court. This will provide the Commission and the Citizens with another layer of Checks and Balances for the collection and assignment of funds for the TDC Bed Tax. To the Citizens, the distinction of the duties and responsibilities of these two Constitutional Officers is very clear. By allowing the collection of tax by the Tax Collector, there will be more transparency in the TDT and the TDC process with a separate and independent receipt and accounting of the taxes. This is the same process and procedure, as the County’s Ad Valorem Tax collection. In advance, we thank you for your consideration in this important matter. With kind regards, Benjamin F. Anderson Benjamin F. Anderson Tax Collector of Okaloosa County Packet Pg. 78 6.2 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 19, 2013 TO: Honorable Chairman and Members of the Board FROM: Reagan Huff, Chairman, Construction Committee, Eagle Ram Tennis SUBJECT: Visitor - Eagle Ram Tennis Center Request for Assistance The Eagle Ram Tennis Committee has been raising money to build eight tennis courts on Ruckel Middle School property. The Okaloosa County School Board has approved the project and allocated land on Ruckel Middle School property for this project. These tennis courts will be a joint use facility among the school district and the community. In addition to high school and middle school tennis team practice and matches, these courts will also be used for summer programs, after school programs and general public tennis exercise. Public Works Staff Information The committee is requesting assistance from Public Works staff. They have requested that the county provide labor and equipment to perform grading, base material placement, and retention pond construction. The work will require two to three staff members and will take approximately 5 weeks to complete. There will be impacts to the scheduling of other project commitments as a result of this work if approved. The total cost for the County's efforts is estimated at $27,500. Public Works staff requests the Board's consideration of the request made by the Eagle Ram Tennis Committee for site work related to the construction of a tennis court facility, taking into account current commitments and staff workload. Wilson St. Suite 302 Attachment: Eagle Ram Tennis Center Request (1488 : Visitor - Eagle Ram Tennis Center Request for Assistance) Crestview, FL. 32536 CC: Mr. Jim Curry, Mr. Kelly Windes, Mr. John Hofstad Dear Mr. Amunds, The Eagle Ram Tennis Committee has been raising money to build eight tennis courts on Ruckel Middle School property. The Okaloosa County School Board has approved the project and allocated the land on Ruckel Middle School property for this project. These tennis courts will be a joint use facility among the school district and the community. In addition to high school and middle school tennis team practice and matches (mostly against other county schools), these courts will also be used for summer programs, after school programs, and general public tennis exercise. Through private donations, we have raised over $162,000. We also are working with the United States Tennis Association to secure their $50,000 new facility construction grant. In addition, the city of Niceville will perform the site demolition and electrical conduit installation. We would like to ask the Okaloosa County public works department to do the following work to assist this project: • Rough in retention ponds, fill areas, tennis court area, and founder's brick area • Top dressing soccer fields with excess material • Install equalizer pipe in retention basins (pipe provided by others) • Compaction of subgrade • Installation of aggregate base (aggregate provided by others) • Compaction of aggregate base We have discussed the above scope of work with Mr. John Hofstad and he has a set of our final construction plans.
