ACTION—DIRECTION—DISCUSSION Comprehensive Annual Financial Report for the Fiscal Year Ended September 30, 2012 Angela Balant of the accounting firm Warren Averett O' Sullivan Creel presented the Comprehensive Annual Financial Report ( CAFR) for the fiscal year ending September 30, 2012. Ms. Balant discussed recommendations including adoption of new GASB statements regarding the financial reporting for pensions; temporarily suspending the repayments of the general fund advance for the Golf Enterprise fund because of a net loss for the year ending September 30, 2012; and strengthening the City' s anti -fraud program. Ms. Balant highlighted areas of employer contributions to defined benefit pension plans; property tax revenue; governmental activities revenues and expenses; and long term debt. Ms. Balant advised the City was in good financial condition and there were no material weaknesses or material noncompliance noted for the yen ending September 30, 2012.
