SUbject: Request to be added to Workshop Agenda
Good Morning All:
At approximately 4: 30 yesterday afternoon I received a request by Attorney Don Dewrell to be added to tonight's
workshop agenda to " discuss alternatives available to resolve this issue of continued occupation of the
fairgrounds." Mr. Dewrell indicated that he and Mr. Charles Rigdon Jr. wanted to discuss this issue with
Council. After consulation with the Mayor and the City Attorney, I will advise Mr. Dewrell this morning that the
Workshop Agenda has already been prepared, however he is invited to attend the workshop and make his
presentation during the public comment period of the workshop. In addition, I believe the Mayor will advise all
present at the workshop that we will have to adjourn at 6: 30pm due to a previously scheduled and noticed
executive session.
If you should have any questions, please contact me.
Thank you.

Subjea: Purchase of"Fairgrounds and aty Softball Complex
f1.s you know, the Council some months ago agreed to partner with the Fair Association to acquire both the City' s
Softball Complex and the Fairgrounds from the US Forest Service. Council indicated to Bull Rigdon, Director of
the Fair Association, its wilHngness to acquire the Fairgrounds and then lease it back to the Association for its
continued operation of the Northwest Florida Fair.
I spoke with Andy Colaninno with the US Forest Service today about this matter. He Indicated that the Forest
Service is working with Representative Jeff Miller to have Rep. Miller introduce legislation in Congress to permit
parcels and to permit the Forest Service to directly
the Forest Service to directly dispose of about 15 to 20 surplus,..
acquire parcels to add to the National Forest. He indicated that the for the 88leof property would be

to other governmental agencies.
Mr. Colaninno wanted to determine whether or not there would be . controversy" between the Fair AssocIation,
want to
County and City over selling the Fairground property; because should that occur, Rep. Miller would not
has the CounciJ andindicatea it
sponsor the legislation. told

did not want to be involved with the County, as the County would not guarantee to the Association the long term
use of the property for the Fair and had indicated it wanted to play a rote in the operation of
the Fair itself.
Mr. Colaninno said he had spoken with t.he County Manager recently about the County' s feelings about the
avoid
acquisition of the property. He said the County Manager was ' evasive' regarding whether the County

controversy' in disposition
new board in place now with one member under suspension and he could ( not) predict how
the Comnission '
would feel about the purchase ,of the property. ' I told Mr. Colaninno that the County Comrrission had indicated
months ago that it had no interest in the property if the City and the Fair Association were going to make joint

effort to acquire the property. Inadcfrtion, that four of the five comrrissioners are still on the Board
indicated they would not interfere in the City' acquisition
s of the property.
Senator Graham
Mr. Colaninno indicated there is support among other Florida Congressmen for such legislation.
is supportive because the money raised from selOng the property would be used to acquire a piece of land he
