Re: Purchase of Softball Complex and Fairgrounds Property
Dear Congressman Miller:
As you know, the City of Fort Walton Beach is seeking to purchase the Softball Complex and
fairgrounds property located on Lewis Turner Boulevard in Fort Walton Beach, I am writing today to
seek your commitment for this purchase by the City of Fort Walton Beach.
The City of Fort Walton Beach leased the property from the Air Force in 1971 and began using the area
referred to as the Softball Complex in 1972. For over three decades, the Softball Complex and
playground have been an integral part of the City' s recreational system. Each year, hundreds of softball
games are played at the complex by citizens of this community. Further, the fairgrounds property is an
identified landmark, hosting the annual fair, along with major events such as Relay for Life, the All
Sports Banquet, Okaloosa County School District Science Fair, Military Appreciation Day, and many
other major events which benefit our community. The Fair Association has leased the property since
1912.
The Fort Walton Beach City Council has directed City Manager Joyce Shanahan to move forward on a
purchase agreement with the U.S. Department of Agriculture for the 42.3 acres which includes both the
Softball Complex and the fairgrounds, while also directing her to work with the ~ h~~ Flnntia Fair
ociation and Okaloosa Coun to lore their needs in relationshi urchas. I ask for your
support or e City' s purc ase 0 e . 3 acres, and to aClltate an assist us in the federal purchasing
process.
We have a long history of working with you to attain the Softball
Complex and fairgrounds. The
purchase of the property will ensure that the citizens of our community will be able to continue the
current usage of the property for years to come. I
appreciate your assistance in this important purchase,
and look forward to hearing from you in the near future confirming your
support.
Respectfully,
de
Mike An erson

Subject: FW: Softball Complex and Fairgrounds Property Appraisal
FOR YOUR INFORMATION
I heard from Kyle Jones, Land/ Minerals Program Manager of the USDA - Forest Service regarding the property
ap .raisal that was completed on the Softball Complex/Fairgrounds. The appraisal for the entire 42 acres is $4.0
million although significantly higher than the valuation of 1997 at $ 2. 9 - it is considerably more attainable than I
had initially expected.
As you may recall, the U. S. Department of Agriculture, Forest Service agreed to have the appraiser apportion the
total 42 acres and place a value on three units for appraisal purposes: Unit 1 was 22. 82 acres and includes most
of the nds and their improvements.- This was identified as vacant and restored property and valued at
fairgrOl-!
1. 0 million.
The second unit was 12.43 acres and is essentially the City' s softball complex area. This was
identified as highest best use due to its commercial frontage - the value was $ 1. 75 million The third area is
mostly the frontage for the farmers' market and parking area for the complex and comprises 7. 32 acres. This unit,
like the second unit was valued at highest and best use due to it' s commercial frontage and was valued at $ 1. 250
million.
The purpose of assigning or apportioning the value to the three different units/ areas was to help make this land
more affordable for purchase. The USDA - Forest service indicates that the
property appraisal is valid through
November 2005; and should the City wish to purchase it we could do so over a three- year period.
I hope to agenda this matter for the March 8th Council Meeting to receive direction from Council on how staff
should proceed with this matter.
I am available, should you have any questions on this matter. Thank
you.
