STATEMENT OF ISSUE: Mr. Edwin Stanford, P.E., on behalf of his client Mr. Dennis Ritter,
is petitioning the Board of County Commissioners to vacate a portion of Scallop Court right-of-
way.
BACKGROUND: Mr. Ritter is the property owner and developer of the former Coquina Isle
Condominiums on Santa Rosa Island. Mr. Ritter's representative, Edwin L. Stanford, P. E., of
Core Engineering and Consulting, previously submitted a written request for vacation to be
considered by the Board of County Commissioners. The vacation is being requested in order to
facilitate the redevelopment of the former Coquina Isle Condominiums property. Mr. Stanford
indicated that a portion of the Scallop Court cul-de-sac would be redesigned with future plans to
improve the right-of-way geometry and access to the property resulting in an overall improved
site plan.
In exchange for the requested vacation, Mr. Ritter has expressed a willingness to make a
monetary contribution to the County in the amount of $15,000 to be used for improvements at
local beach access ways or for landscaping along Santa Rosa Boulevard. This proposal is
consistent with prior vacation requests along Santa Rosa Boulevard.
Mr. Ritter also informed staff that the Okaloosa Island Leaseholder's Association and the
Okaloosa Island Fire District have been contacted regarding the vacation and there were no
objections. However, it is understood that written approvals from both entities will be required if
and when a future development order is requested.
No additional comments or objections have been received regarding this vacation request.
