BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 4, 2015
TO: Honorable Chairman and Members of the Board
FROM: Paul Lawson
SUBJECT: Amendment #009 (Contract Renewal) to Contract #AH105
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval of Amendment #009 (Contract Renewal) to
Contract #AH105 with Big Bend Community Based Care for the period July 1, 2015, to June 30,
2016.
BACKGROUND: The Board of County Commissions entered into a contract with the
Department of Children and Families, Substance Abuse and Mental Health Services to provide
Case Management Services for the Drug Court Program effective August, 1999. The contract
required the County to deliver Case Management Services in the form of one full time position.
The Board also entered into a contract with the Department for Forensic Mental Health Services
effective February 2004. This contract required the County to hire a Forensic Mental Health
Specialist.
The Board approved the hiring of the Case Manager August 17, 1999, and the Forensic Mental
Health Specialist on February 10, 2004. The Case Manager and the Forensic Mental Health
Specialist work under the direction of the Drug Court Manager.
In September, 2006, the Department agreed to enter into a contract with the County to fund two
(2) additional positions due to the escalating population at the County Jail. On September 16,
2006, the Board approved the hiring of the Mental Health Court Case Manager and the Mental
Health Pretrial Officer. The Mental Health Court Case Manager works under the direction of the
Drug Court Manager, and the Mental Health Pretrial Officer works under the direction of the
Pretrial Services Coordinator.
The Department of Children and Families, contracted through Big Bend Community Based Care,
Inc., has agreed to provide grant funding in the amount of $160,456 effective July 1, 2015, and
terminating June 30, 2016.
Section 394.9082, Florida Statutes, authorizes the Department to contract with a Managing
Entity, to-wit: Big Bend Community Based Care, Inc., to manage the day-to-day operational
delivery of services through an organized system of care. The Legislature found that a
management structure that places the responsibility for publicly financed behavioral health
treatment and prevention services within a single, private, nonprofit entity at the local level will
promote improved access to care, promote service continuity, and provide for more efficient and
effective delivery of substance abuse and mental health services. One of its major goals is to
remove administrative functions from service providers to better serve individuals needing care.
Under the Department’s contract with Big Bend Community Based Care, Inc., they are
responsible for performing the following baseline functions for the Department:
• System of Care Development and Management
• Continuous Quality Improvement
• Utilization Management
• Planning
• Network Management
• Training and Technical Assistance
• Financial Management
• Board Development and Governance
• Data Collection, Reporting, and Management
• Disaster Planning and Responsiveness
In addition, the Department’s contract with Big Bend Community Based Care, Inc., requires the
implementation of many substantive programmatic changes, which the Managing Entity will in
turn require of all providers including:
• Specific requirements relating to integration with child welfare and prioritization of
pregnant addicted women and women with dependent children
• Specific requirements relating to family-centered treatment
• More specific requirements concerning serving Medicaid eligible individuals
• Requirement that Management Entity develop Waste Fraud and Abuse Prevention Plan
• Specific requirements concerning how the Managing Entity monitors providers, including
developing risk assessment reviews for each provider in the network
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Approve Contract #AH105, Amendment #009 (Contract Renewal);
and authorize the Chairman, as the County’s representative, to execute all future grant
documents during the term of the grant.
