Okaloosa County Board of County Commissioners appointed to serve on the review committee: TDD Director or his designee, Public Works Director or his designee, Growth Management Director or his designee, and a member of the County Commission. Mr. Amunds recommended Mr. Windes serve as the Board’s representative. Mr. Harris made motion, seconded by Mr. Boyles, to approve the request to issue the RFQ and the appointment of the review committee with Mr. Windes representing the Board. 4 yeas. (Mr. Parisot was not present.) TOURIST DEVELOPMENT - LOGOS ON LIFEGUARD STANDS Mr. O’Byrne stated he has a pocket item. He referenced the discussion on lifeguards during a budget workshop, pointing out the allocation comes from the Second Penny. Mr. O’Byrne stated efforts are being made to make them “part of the show.” He said TDD has formalized this as part of the marketing agreement with the Destin Fire District. Mr. O’Byrne stated the TDC logo would be placed on lifeguard stands, equipment, etc. (NOTE: No supporting documents for this item were provided to the Clerk’s Office. ) OLD BUSINESS - APPOINTMENT OF BCC REPRESENTATIVE TO OKALOOSA GAS DISTRICT BOARD OF DIRECTORS Mr. Rick Owen, County Administrator's Office, stated two applications have been received to fill the vacancy on the Okaloosa Gas District Board of Directors. The former Board representative resigned on January 31, 2013 with approximately two years remaining on his term. Mr. Boyles requested waiting two more weeks before making a decision. Mr. Amunds directed this item to be tabled until the next meeting. VISITOR - JOHN FREEMAN, REVENUE SOURCE FOR STORMWATER PROJECTS Mr. John Freeman, Shalimar, referred to the earlier public hearing on amending the use of the Unincorporated County Parks MSTU for stormwater projects. He said there was a minimum of $450,000 set aside for stormwater. Mr. Freeman expressed his concern that the “minimum of $450,000” may one day turn into all revenues being used for stormwater and nothing going to parks. He suggested the language be a “maximum of $450,000” or even a 50/50 proposition. Mr. Amunds said this is a valid point and for his part, it will not go above the $450,000 mark. Mr. Harris stated future Boards could make a change. Mr. Amunds replied that is the reason the August 20, 2013 -~17- Minute Book 69, Page 312 Okaloosa County Board of County Commissioners change must be in a public hearing and open for public comment. Mr. Boyles felt it was better to have a dollar amount than cite a percentage. Mr.. Windes agreed Mr. Freeman has presented a valid point and said the language used is ambiguous. Mr. Hofstad stated the ordinance will establish the revenue breakdown. VISITOR — ROB ENGLISH, CITIZEN'S SCRUB OF BUDGET Mr. Rob English, Laurel Hill, presented what he called ‘A Citizen's Scrub of Some of the Budget.” His views were directed not only at county budget but the federal budget and spending practices. Mr. English questioned the reference years used in the budget and presented his list of ways to cut the county budget rather than approve an ad valorem tax increase. Mr. Windes commented that it is easy to come up with suggestions when you are on the outside looking in. He told Mr. English he fails to understand the commissioners have a fiduciary responsibility. There must be dependable equipment = and personnel available to provide the services to the county residents. Mr. Windes stated the commissioners have sworn to perform their duties. He said there have been many cuts and we are cutting into the bone, advising “we are not going to cut bone.” Mr. Boyles stated we are arguing about an increase of less than $5.00 for the entire year for services the county provides. ADJOURNMENT There being no further business to come before the Board, the meeting was adjourned at 9:05 p.m. DON W. HOWARD . DON R.
