EXPENDITURE
Ms. Linda Sumblin, Executive Director of the Workforce
Development Board of Okaloosa and Walton Counties, requested
approval of a waiver of the WIA 50% Individual Training Account
training requirement for Program Year 2013-14 to the Florida
Department of Economic Opportunity. Justification of the waiver

from 50% to 35% is because the region has a consistently lower
unemployment rate than the state as a whole. She said there are
more job openings/postings, and lower numbers of jobseekers
seeking WIA training. Ms. Sumblin reported that Walton County
approved a similar request last month. Mr. Harris made motion,
seconded by Mr. Parisot, to approve the expenditure waiver for
training as outlined. 5 yeas.
RECESS - The meeting was recessed at 7:35 p.m. and reconvened at

GROWTH MANAGEMENT - REQUEST TO SCHEDULE PUBLIC HEARING TO
DISCUSS POTENTIAL CHANGES TO OCT WAVE ROUTES AND FARES
Mr. Elliot Kampert, Growth Management Director, requested
consideration to set a public hearing on September 3 to discuss
potential changes to the public transit routes and fares. The
discussion would also include possible elimination of routes for
the Okaloosa County Transit (OCT) WAVE public transit service.
He advised if the funding allocation is not increased by
$235,000 it would mean loss of routes. The routes subject to
elimination are Routes 11 and 12 (Crestview) and 33 (Destin).
During the initial review of the public transportation budget,
the Board asked for additional information on potential fare
increases, as well as ridership numbers. A spreadsheet
containing this information is attached to the agenda request.
Mr, Kampert pointed out that when there is an increase in fares
there is an associated decline in ridership. He said the
information provided by staff gives not only two optional fare
increases but estimates the results of such an increase. Mr.
Kampert stated more detailed information will be provided during
the public hearing. He noted, however, that the fare increase
would only generate an additional $40,000 (approximate) ,
compared to the $235,000 deficit the program faces.
Mr. Harris stated he made his point clear last year, “If you
don’t use it, you’ll lose it.” He noted there is decreased
ridership in two areas. Mr. Harris added that he does not
believe there are any alternatives or options. He said he would
like to see Routes 11 and 12 cut and the public hearing is the
appropriate place to discuss this.
Mr. Parisot made motion, seconded by Mr. Harris, to authorize
advertising for a public hearing on September 3 at 6:30 p.m. to
discuss potential changes to the public transit routes and

fares. Mr. Boyles agreed the public hearing is the correct
venue to discuss this issue. He said public transit can be a
tool but he does not feel the current system is the most
effective tool for the money being spent. Mr. Boyles said a
decision at the public hearing will provide some finality for
the agency and establish policy. He recommended a step down in
the funding process which would allow planning for the
eventuality of the Board’s decision. 5 yeas.
ATRPORTS ~ FIRST AMENDMENT TO AMERICAN AIRLINES LEASE AND
OPERATING AGREEMENT
Mr. Sunil Harman, Airports Director, requested approval of the
First Amendment to the lease and operating agreement with
American Airlines. The proposed amendment will extend the
agreement until September 30, 2016. He noted there are certain
modifications to the Indemnification and Environmental sections
of the lease.
Although the other airlines have agreed to the extension, the
coordination process has been extensive because of the recent
mergers between United and Continental and between American
Airlines and US Airways. The proposed amendment for American
Airlines contains Endorsement No. 1 by which the county agrees
in good faith to cooperate with American and US Airways with
certain listed accommodations during their consolidation.
Mr. Boyles made motion, seconded by Mr. Parisot, to approve this
amendment. 5 yeas.
BOB SIKES AIRPORT
Mr. Boyles stated he believes things will really take off at Bob
Sikes Airport and shared concerns about zoning overlay issues
which may need to be tweeked. He pointed out possible
realignment of Fairchild Road to provide more contiguous
property to the runway. Mr. Boyles also said good progress is
being made on Foy Shaw Boulevard. He recommended the Growth
Management, Public Works, and Airports Departments get together
to discuss the timeline for paving of Foy Shaw Boulevard and
Fairchild Road. Mr. Amunds recommended these departments meet
soon in order for the item to be placed on the next agenda for
discussion. Mr. Harman reported that he is working to develop
an interlocal agreement between the Airports Department and
Public Works to pay them for management of the project. He said

both of these roadways do not have to be developed at the same
time.
Mr. Amunds stated he sits on the Economic Development Council
(EDC) board and when companies express interest in relocating,
the identity of the company is protected. He suggested Mr.
Harman contact EDC about the potential for new projects at Bob
Sikes Airport, adding that it may be necessary for Mr. Harman to
sign a non-disclosure agreement. It was the consensus of the
Board to agree for Mr. Harman to sign a non-disclosure agreement
with EDC.
FACILITIES MAINTENANCE - REQUEST FOR ADDITIONAL FUNDING TO
COMPLETE EMS ESSEX ROAD PROJECT
Mr. Don Turner, Facilities Maintenance Director, stated the task
of renovating the control building at the decommissioned (and
demolished) Garniers WWTP to provide an EMS Station is almost
completed. However, there have been cost overruns on the
building renovation totaling $3,708.04. Mr. Turner said the
parking lot must be repaired because of damages resulting from
the construction activities and modified to allow large delivery
trucks.
Mr. Turner stated funding for completion of the EMS Station and
parking lot repair can be taken from two other capital projects.
He said there is a balance remaining from the old Fort Walton
Beach Hospital project in the amount of $6,997.01. There are
also unused funds set aside for the roof coating for the
Crestview Courthouse in the amount of $7,000. Mr. Turner
recommended revenues from these two sources be transferred to
the EMS Essex Road Station project. Mr. Parisot made motion,
seconded by Mr. Harris, to approve the budget transfer as
outlined above. 5 yeas. (NOTE: The Finance Department has
prepared the budget transferred associated with this motion and
is identified as BT-13-46.)
PURCHASING - CORRECTION TO CONSENT AGENDA ITEM NO. 18
Mr. Jack Allen, Purchasing Services Manager, noted a scrivener’s
error on the agenda request for this item. The text reads: “If
each motor in the water & sewer systems were repaired at the bid
pricing, the cost would be $86,502.00 to rewind all units, or
$102,223.00 to recondition and rewind all units.” He said it
should read: “If each motor in the water & sewer systems were
repaired at the bid pricing, the cost would be $86,502 to

recondition all units, or $107,223.00 to recondition and rewind
all units.”
PURCHASING -— CLARIFICATION ON AUTHORITY REQUIRED FOR RETAINING
LEGAL SERVICES
Mr. Allen stated on July 2, 2013, the Board authorized the
County Administrator to obtain outside legal services as needed.
Currently, the Purchasing Manual states: “The process for
retaining legal services, such as county attorney, bond counsel,
conflict counsel and any other attorney, shall be as directed by
the Board.” To clarify the authority for hiring of legal
services, the following language was recommended:
The process for obtaining or retaining legal services
through a county attorney as staff shall be as directed
by the Board. Outside legal services such as bond
counsel, conflict counsel and any other legal services
shall be directed by the county administrator.
Mr. Boyles said he did not have an opportunity to discuss this
item with Purchasing before the meeting and said that some of
the language is clunky. He stated he does want the language
clear and also feels the County Attorney should have some input
regarding use of outside counsel. Mr. Boyles recommended this
item be tabled and made motion to that effect. Mr. Parisot
seconded the motion to table. 5 yeas.
WATER & SEWER SYSTEM - EMERALD BREEZE DEVELOPMENT AGREEMENT FOR
COST SHARING OF PROPOSED LIFT STATION
Mr. Jeff Littrell, Water & Sewer System Director, stated they
are always looking for partnership opportunities. He explained
the Emerald Breeze project is the construction of two hotels and
one restaurant on Eglin’s Enhanced Use Lease parcel on Okaloosa
Island. The project developer, Emerald Breeze Resort Group, was
planning to construct a small, private lift station that would
take wastewater flow from the developer and dump it into the
Okaloosa County Water & Sewer (OCWS) sewer system. OCWS staff
worked with the development and his engineer to come up with a
new design of the lift station and a cost share agreement that
would upsize the lift station to accommodate additional flow.
Mr. Littrell stated wastewater from the Sheraton, Boardwalk, and
the Gulfarium could then be diverted by the larger lift station,
Mr. Parisot made motion, seconded by Mr. Harris, to approve the
cost share development agreement with Emerald Breeze as
presented. 5 yeas.

PUBLIC WORKS -—- WEST PLYMPTON ROAD PAVING
Mr. John Hofstad, Public Works Director, stated the final phase
of the dirt-to-pave project for West Plympton Road is nearing
completion. He addressed the many challenges on this project,
including increased costs for materials. Staff has determined
that in addition to the half-mile of paving left on the project,
the first mile of road needs a thin overlay to improve the
structure of the road itself.
Mr. Hofstad stated this was intended as an informational item
but requested an additional $40,000 to complete the project. He
said the original projected costs were $200,000. Mr. Harris
made motion, seconded by Mr. Windes, to approve the additional
costs to complete the West Plympton Road paving project (total
cost of project up to $240,000). 5 yeas.
TOURIST DEVELOPMENT - APPROVAL OF REVISED PETER MAYER
ADVERTISING TASK ORDER NO. 59
Mr. Daniel O’Byrne, Tourist Development Department (TDD)
Director, requested approval of a revised Peter Mayer
Advertising Task Order No. 59. The original task order was for
a $245,000 media deployment. The revised document has removed
$85,000 set aside for on-line travel advisors. The not-to-
exceed cost of this revised task order is $160,000. Mr. Windes
made motion, seconded by Mr. Harris, to approve the revised Task
Order No. 59 with Peter Mayer Advertising with a not-to-exceed
amount of $160,000. (NOTE: Mr. Parisot left at 8:20 p.m.
during this presentation) 4 yeas. (Mr. Parisot was not
present.)
TOURIST DEVELOPMENT —- TDD EXPENDITURE RECAP THROUGH THIRD
