Declaration of Surplus Property Behind 20 -70 Ready Avenue NW
The City Manager informed that the City owns a 4. 24 -acre parcel in the Commerce &
Technology Park that is currently undeveloped with wetlands prevalent on the southern half of
the property, making plans for development unlikely. He continued that the parcel is adjacent to
US Air Force property ( Hurlburt Field) to the west and developed property to the east that is
owned by various property owners and there is currently no access easement other than a five -
foot Gulf Power casement.
The City Manager continued that with the initiative to evaluate City -owned properties, Staff and
the City Attorney developed a checklist for the disposition of surplus property. The first step in
the process is for the property to be declared by Council as excess property in accordance with
the City's Code of Ordinances. If the property is declared as excess, an independent appraisal is
required along with the manner in which the excess property will be disposed of, and finally, a
Request for Proposals along with the proper legal advertisements to obtain competitive proposals
to purchase the property through a negotiated sale must be authorized by Council.
Council discussion included the lack of ingress /egress for the adjacent property owners; that
individual adjacent property owners could obtain an appraisal at their cost; that the entire
Commerce and Technology Park is designated a brownfreld and would be eligible for cleanup;
and the idea behind the City selling the property vs. marketing the property professionally.
Mr. Goodwin discussed Council studying the appraisal to see what the property is worth before
determining how to dispose of it and to hold off on a marketing strategy until there is a better
idea of the value of the property. The City Manager stated that is part of the discussion for this
evening.
Mr. Mead stated his support of the idea as a way of evaluating the property.
The City Attorney informed that is something Council can do but the first step is to declare the
property surplus.

RFP Discussion
The City Manager noted the next step in the process is to issue a Request for Proposals along
with the proper legal advertisements to obtain competitive proposals to purchase the property
through a negotiated sale upon the receipt of the proposals by the City Manager and City
Attorney.
Mr. Goodwin questioned whether there is a mechanism to wait until the appraisals are received
so Council has the opportunity to analyze them. The City Manager stated that can be done and
offered an advantage to that would be the potential savings in the cost of legal advertising.
Consensus of Council was to wait for the appraisals and discuss at that time.
The Mayor confirmed the action taken by Council this evening is to declare the property as
access and to obtain one independent appraisal, and once the appraisal is received the issue will
be forwarded back to Council for further discussion.
