From: Tim Bolduc, Engineering and Utilities Services Director
Date: May 14, 2013
Subject: Award of CRA Grant Funding - 20 Eglin Parkway SE
1. BACKGROUND:
I. I. On April 5, 2013, Mr. Jared Jeter submitted two grant applications through the CRA
Matching Faqade Grant Program and Matching Streetscape Grant Program for exterior
improvements related to a new commercial business located within the CRA at 20
Eglin Parkway SE.
2. DISCUSSION:
2. 1. In accordance with the CRA Matching Fagadc Grant Program and CRA Matching
Streetscape Grant Manuals, requests for funding in excess of $ 20, 000 require final
approval from City Council.
2. 2. The total cost estimate for the project is $ 99,934. 31. The project includes painting, new
stucco, a new awning, new storefront doors, and a new pole sign.
2. 3. The applicant is eligible for up to 50% of the total eligible project costs, or $ 49, 967. 16.
2. 4. After review of the applications against the CRA grant program criteria, Staff has found
that the improvements are eligible for funding through the CRA Matching Faqade
Grant and Streetscape Grant Programs. A new commercial business will be opening at
the location and the improvements meet several objectives in the CRA Plan, including
the following:
2. 4.1. Objective 4. 1 - Reduce and Avoid the Use of Over -Simplified Rectangular
Volumes and Limit the Amount of Blank Walls.
2. 4. 2. Objective 4. 2 - Achieve Faqade Articulation Treatments.
2. 4. 3. Objective 4. 6 - Achieve Compatibility of Design for Entryways and Storefronts.
2. 4. 4. Objective 4. 11 - Achieve Consistency and Compatibility in Signage.
3. FINANCIAL INFORMATION:
3. 1. In accordance with the CRA Grant Manuals, if approved, the applicant must submit all
cancelled checks and receipts upon completion of the improvements and will then be
reimbursed for up to 50% of the actual project costs. The reimbursement shall not
exceed $ 49, 967. 16 for eligible far;ade and streetscape improvements.
3. 2. In the FY 2012 -13 CRA budget, a total of $244,000 is allocated towards Economic

Incentive Programs, of which $97, 000 is currently available for appropriation.
3. 3. The funds are awarded based on eligibility and on a " first come, first serve basis."
4. RECOMMENDATION:

Grant and CRA Matching Streetscape Grant request for 20 Eglin Parkway SE in a not -
to- exceed
