Section 1. Authority & Intent.
Pursuant to section 218. 075, Florida Statutes, the City may qualify for a reduction or
waiver of permit processing fees payable to the Florida Department of Environmental Protection
or the Northwest Florida Water Management District. To qualify for the reduction or waiver of
permit processing fees for the 2012 -13 fiscal year, the City must certify that the cost of the
permit processing fee is a fiscal hardship due to one of the enumerated factors in Section 218. 075
of the Florida Statutes.
Section 2. Certification.
The cost of permit processing fees is a fiscal hardship for the City pursuant to Section

percentage of assessed property value that is exempt from ad valorem taxation is higher than the
statewide average for the current fiscal year." The City certifies that the cost of permit processing
fees is a fiscal hardship because the percentage of assessed property value that is exempt from ad
valorem taxation is higher than the statewide average for the current fiscal year. The facts that
support that conclusion are that according to data from the Florida Department of Revenue,
O' ec of Property Tax Oversight (January 2013):

x1, 000).

statewide is 24. 87 %.

2012 of $1, 565, 981, 375.
e. In 2012 the City' s total amount of exempt ad valorem properties was $ 446,565, 401.
f The percentage of exempt properties in the City of Fort Walton Beach was 28. 52 %.
g. Fort Walton Beach' s 28. 52% of exempt properties exceeds the statewide average of
24.91% and therefore the City is eligible for a fiscal hardship exemption under
Criteria 2 above.
