Wilson Street, Crestview, Florida, bids were opened for the Destin Airport Air Traffic Control Tower project. A total of three bids were received. Bids were read aloud at that time. Enclosed is the detailed bid tabulation for your review. RS&H has reviewed all bids submitted for conformity to contract requirements. All three bid forms contained mathematical (rounding) errors and all bidders completed the bid forms correctly. RS&H considers two of three bids responsive. LLC $5,855,136.00 Yes Lord and Son Construction, Inc. $4,837,400.00 No Speegle Construction, Inc. $4, 304,835.00 Yes Lord and Son Construction, Inc.'s bid form contained a substantial error. The total as-read bid schedule amount found on page P-21 of the bid form was $4,837,400.00. This value deviated substantially from unit price calculation of the total bid schedule of $3,666,899.11. The difference in cost is $1,170,500.89, which constitutes a major error and an unbalancing of several of the contract bid items, specifically items Schedule D and Schedule E.
