ntine Engineering Lonsta November 28, 2012 Mr. Jeff Littrell, Director Okaloosa County Water and Sewer Department 1804 Lewis Turner Boulevard, Suite 300 Fort Walton Beach, FL 32547 Subject: Engineer's Recommendation of Award Portable By-Pass Pump - Main Island PS Project Okaloosa County, Florida - Bid No. WS 02-13 Dear Mr. Littrell: Material ONLY bids were received and opened for the "Main Island Trailer Mounted By-Pass Pump Unit” on November 15, 2012. The Board of County Commissioners received six (6) responsive bids for the project. The project was bid with a Total Base Bid and one (1) Optional Cost Item. The Total Base Bid was for a complete diesel driven sewage by-pass pump, sounded attenuated enclosure, control panel with electronic start and stop and monitoring, tandem axel trailer with embedded fuel reservoir, and 12” inlet/outlet connection fittings. The Optional Cost Items: ITEM 2 Compressor Assisted Priming System (Deductive) Enclosed is a comparison spreadsheet of the equipment criteria specified and what was provided by each bidder. It also includes bid tab results and the estimated delivery time for each. National Pump and Compressor had the lowest base bid and second lowest delivery time. Thompson Pump (specified manufacture) was the second lowest bidder and had the lowest delivery days. Constantine compared the information provided by National Pump and Compressor against the requirements specified and determined the following: e Pioneer Pump Model# SAPP1212S17L72 does not equal the specified Thompson Pump 12JSVG-DJDS-90H hydraulic performance curve. e Pump cannot produce required 5100 GPM flow at 160 TDH. (5200 gpm @ 116’) ¢ Pump does not meet minimum shut-off head of 365 feet. (192) 1988 Lewis TURNER BOULEVARD, UNiT 3, FORT WALTON BEACH, FL 32547 PHONE: 850.244.5800 www.TCGENG.COM Mr. Jeff Littrell. Page 2 Project No. 100100.46 Thompson Pumps was the designed pump for this application and has provided similar products of same quality and operational performance as outlined in the technical specifications to Okaloosa County on recent projects. Based on the information provided and our review of the proposal, Constantine Engineering, Inc. recommends that the Board of County Commissioners, Okaloosa County, Florida, award this project to Thompson Pump the lowest and most responsive bid for the Base Bid lump sum amount of $97,750.00. Total maximum delivery time after receipt of signed purchase order is 45 days. Constantine does not recommend the selection of the Deductive Alternates Items 2 as submitted.
