MEMORANDUM

From:

Date: August 9, 2011
Subject:
Ordinance 1853 Amends MPB Meeting Schedule
1. BACKGROUND:
1. 1. Section 2. 11. 12 of the Code of Ordinances sets a meeting schedule for the Municipal
Planning Board, which currently reads, " Meetings of the municipal planning board
shall be held at 5: 30 p.m., on the first Thursday of each month, and as needed on the
third Thursday of each month, to dispense with regular business before the board. The
January meeting shall be held on the second Thursday of that month. Additional
meetings may be called by the chairperson at the request of four members of the board,
in writing. The location of all meetings of the municipal planning board shall be in the
city in a place accessible to the public. All meetings and public hearings of the
municipal planning board shall be open to the public. Public hearings shall be set for a
time certain after due public notice."
1. 2. At the June 2, 2011, Municipal Planning Board regular meeting, the Board discussed
the meeting schedule and directed staff to draft an ordinance amending the MPB
meeting schedule to provide more flexibility.
2. DISCUSSION:
2. 1. The current language limits additional meeting days of the Municipal Planning Board
to the third Thursday of the month unless an additional meeting is called by the
chairperson at the written request of four members of the board.
2.2. As it may be impractical to require four board members to request, in writing, an
additional meeting, staff drafted an ordinance that would provide more flexibility in
how and when the Board can set their meeting days.
2.3. The Board will still vote on each individual meeting day, but the draft language will
allow the Board to set, at a public meeting, meeting days other than Thursday.
3. FINANCIAL INFORMATION:
3. 1. The proposed ordinance has no financial impact to the City.

CITY CLERK
MEMORANDUM
To: Robert T. Meams, City Manager
From: Helen Spencer, City Clerk
Date: August 9, 2011
Subject: Military Sustainability Partnership
L BACKGROUND:
1. 1. On January 11, 2011, the City Council voted to approve the Interlocal Agreement
regarding the creation of, membership in, and operation of the Northwest Florida Military
Sustainability Partnership ( NWFMSP) with Okaloosa, Walton and Santa Rosa Counties.
1. 2. The intent of the Interlocal Agreement is for the newly -formed NWFMSP to provide a
permanent governmental agency dedicated to the viability of existing and future potential
missions at Eglin Air Force Base, Eglin Reservation, and Hwlburt Field.
1. 3 Each City/Town was sent an Interlocal Agreement with only the signature of thew
respective mayor. We do not have an Agreement that contains all the signatures, and it is
our understanding there were three cities who were not joining.
2. DISCUSSION:
2. 1. The Interlocal Agreement of the NWFMSP, under Section 2, MEMBERSHIP TERMS OF
OFFICE, OFFICERS, QUORUM, MEETINGS, & REMOVAL, states the following:
One member and alternate will be appointed by the City for three -year terms. Each term
shall expire on June 30th in the year of expiration of the term ( 8 -9 -11 to 6- 30 -14).
2. 2. The following motion was inadvertently left out of the January 1 1, 2011 regular Council
minutes: Councilman Bull Rigdon motioned to appoint Mayor Mike Anderson as
the City' s representative to the NWF Military Sustainability Partnership
Agreement. Motion was seconded by Councilman Mike Minich and carried
unanimously. There was no term limit given for the Mayor's appointment, and no
alternate was appointed.
3. RECOMMENDATION:
3. 1. The City Council appoint a member and an alternate to the NWFMSP Interlocal
Agreement for a term of three years, from 8 -9 -11 to 6- 30 -14.
