BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 5, 2016 TO: Honorable Chairman and Members of the Board FROM: Kay Godwin SUBJECT: Confirm Appointment of Chief Correctional Officer DEPARTMENT: County Administrator BCC DISTRICT: All STATEMENT OF ISSUE: Request confirmation of the County Administrator’s recommendation to appoint Mr. Stefan Vaughn as Chief Correctional Officer effective January 4, 2016. BACKGROUND: The application review committee has recommended to the County Administrator, who concurs with their recommendation, the promotion of Mr. Stefan Vaughn as Chief Correctional Officer. Pursuant to county, state and federal guidelines, the Chief Correctional Officer is responsible for operations of the county jail, including management of 137 employees, medical and food service contracts, among others, and the safety and security of 700+ inmates. Mr. Vaughn is currently serving as Major (second in command) at the Okaloosa County Department of Corrections (county jail). Prior to rejoining the county in 2013, Mr. Vaughn was employed by the Okaloosa County Sheriff’s Office from 1999 to 2013 serving in field services, training, court security and investigations. Prior, Mr. Vaughn was a certified correctional officer at the Okaloosa County Department of Corrections during 1998 and 1999. In addition to completion of both the law enforcement and corrections academies, Mr. Vaughn holds a Bachelor’s Degree in Project Management from Northwest Florida State College, a Master of Public Administration degree from the University of West Florida, and he is currently pursuing a Doctor of Education degree. He has also completed a number of leadership development programs, and he is endorsed for this promotion by Sheriff Ashley, Clerk Peacock, and retiring Chief Correctional Officer and Interim Public Safety Director Lawson. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Confirm the County Administrator’s recommendation to promote Mr. Stefan Vaughn to the position of Chief Correctional Officer effective January 4, 2016, at an annual salary of $92,019.20.
