Section 1. Authority & Intent
Pursuant to section 218. 075, Florida Statutes, the City may qualify for a
reduction or waiver of permit processing fees payable to the Florida Department
of Environmental Protection or the Northwest Florida Water Management District.
To qualify for the reduction or waiver of permit processing fees for the 2009- 10

assessed property value that is exempt from ad valorem taxation is higher than
the statewide average for the current fiscal year." The City certifies that the cost
of permit processing fees is a fiscal hardship because the percentage of
assessed property value that is exempt from ad valorem taxation is higher than
the statewide average for the current fiscal year. The facts that support that
conclusion are that according to data from the Bureau of Economic and Business

included $ 128, 012 ( x 1, 000) in homestead exemptions and $ 649, 366 ( x
1, 000) in " other" exemptions, for a total of $777, 378 ( x 1, 000);
f. The percentage of exempt properties in the City of Fort Walton
Beach was 34. 56 percent; and
g. The City of Fort Walton Beach' s 34. 56 percent of exempt properties
