Coleman Road which is the property formerly used for the City' s wastewater treatment facility and is currently used by the City for maintenance and repair of pumps. It has been determined that the City could potentially lease all or a portion of the property for various uses. The City Manager continued that because of the property' s use as a wastewater treatment facility, a complete Phase I & II Environmental Assessment is necessary. NBI Properties performed an evaluation of the property and recommends that the City hold onto this property until the market improves and the City could explore possible lease options for portions of the property. Discussion included the environmental concerns with the property and that the property is a perfect candidate for a brownfield designation. Mr. Rigdon moved that City Council do not declare the 18 -acre City owned property located at 1564 Percy Coleman Road as excess property in accordance with Chapter 2. 00. 05 of the City' s Code of Ordinances and to pursue potential lease options. Dr. gossom seconded motion and it carried unanimously. CIA C' ovncl! ofFon a,/,.. In the meantime, NBI stated leasing the property could be an option. During discussion, Council received clarification that if a developer showed interest in the property while the City had it' on hold' for twelve months, that the matter could be brought back to Council and the property be declared surplus. Charles Rigdon, 4518 Old Plantation Place, Destin, is a developer who stated his firm would negotiate with the City to buy the property for residential use, and noted holding onto the property for a year would cause the City to lose possible revenue as it would take another year to develop it. Dean Covey, 270 Brooks Street, stated this property and the adjacent property could be utilized in the future. cnn Jamie Nabors of NBI Properties clarified that the reports prepared by NBI were not done to determine whether or not a property needed to be set aside as excess; rather, they were prepared to determine the highest and best use of the property and that in 12 months could result in a 5 higher value and best use. Mr. Nabors advised if Council desires NBI will begin to market the property immediately. f Ms. Jamieson stated her opinion the property would be excellent for residential development. Dr. gossom moved that the City Council declare the 3. 68 -acre City owned parcel located at 243 Hollywood Blvd NW as excess property in accordance with Chapter 2. 00.05 of the City' s Code of Ordinances. Also, for City Council to authorize the issuance of a Request for Proposals along with the proper legal advertisements to obtain competitive proposals to purchase the property. Ms. Jamieson seconded motion. Dr. gossom noted that if an interest is shown on the property it would be beneficial to move on it now. Mr. Rigdon inquired if he should abstain from the vote since his son, Charles Rigdon, is the developer that spoke earlier. The City Attorney advised at this point Mr. Rigdon does not need to abstain since the vote is to declare the property surplus and to get an appraisal, and it is not known when the property will be developed and /or by whom. The Mayor Pro Tem called for the vote on the motion and it carried by a vote of 6 to 1 with Mead opposed.
