ATTACHNIEN R: su." i not Surplle Pmpan} ( PDF) No] - 15CnrsonD.-- 8- ^_0 - 13 ( PDI') The City Manager reported that the City of Fort Walton Beach owns property at 15 Carson Drive SE that is currently the location of the Chester Pruitt Recreation Center. With the construction of the consolidated Recreation Center, there will no longer be a need for the City to operate and maintain this facility. The City Manager continued that NBI Properties has evaluated the property and is recommending that if the property is declared surplus, it be sold to an end user. Greg Chapel has expressed an interest in the facility and the City Manager advised Staff recommends utilizing NBI Properties to negotiate a contract with Greg Chapel for the sale of the property and to return to Council with the specifics of the sale. The City Manager noted the history of the facility and that it would be a benefit to keep it as a community facility, and he noted the church has great plans for the facility's use. Discussion ensued regarding putting property on competitive market. Jamie Nabors of NBI Properties stated because of the very specific use of the property as a gymnasium, the feeling is that in order to get the best and highest value for the facility would be to negotiate with the Greg Chapel. Mr. Nabors advised going on the open market could possibly result in a higher value, but would not be advantageous to the community as a whole if the facility was not used for the purpose. Council received clarification that if negotiations with Greg Chapel do not work out, the property would then go out open bid. Council discussed making two motions for this item, one motion to declare the property surplus and a second motion whether or not to negotiate a contract with the church. Mr. Goodwin moved to declare the 1. 5 -acre City owned property located at 15 Carson Drive SE as excess property in accordance with Chapter 2. 00.05 of the City' s Code of Ordinances. Mr. Mead seconded motion and it carried unanimously. Ms. Jamieson seconded motion. Ciq Council ofFu, l Walmn Beach page 2 Special Meeting Minutes August 20 2013 Mr. Goodwin stated he would not support the motion as he feels it would be beneficial to use the competitive bid process and that the same approach needs to be taken with all the facilities. Mr. Mead advised he would support the motion but only if the contract is a fair market value sale. Ms. Jamieson staled she would support the motion, stating there is a willing purchaser who wants to utilize the facility for the best interest of the City. The Mayor Pro Tern called for the vote on the motion and it carried by a vote of 6 to 1 with Goodwin opposed. m0n RESULT: ADOPTED [ 6 TO ] j MOVER: a' N Bull Rigdon, Council Seat 6 SECONDER: Amy Jamieson, Council Seat 5 c AYES: Griggs, gossom, Mead, Jamieson, Rigdon, Rynearson NAYS: Trey Goodwin Declaration of Surplus Property at 1564 Percy L Coleman Road Synopsis: ( Executive Assistant) Staff recommends the declaration of City- owned property at 1564 Percy L Coleman Road as surplus property to move forward with obtaining an independent appraisal and advertising the competitive solicitation of prospective purchasers or lessees.
