HEALTH I TH State Surgeon General & Seoetary Oknob. count, Vision: To be the Healthiest state in the Nation August 27, 2013 arOs` anLT The Healthy Start Community Coalition of Okaloosa and Walton Counties is part of a state -wide system of coalitions, empowered on the local level, to provide services to pregnant women and their m0 babies, based on the needs and the resources of the community. The Healthy Start Coalition is a consortium of local care providers, businesses and consumers with a singular goal of healthy babies born to healthy mothers. The Healthy Start Coalition is a 501( c)( 3) non -profit organization led by a volunteer board of directors. Services listed on the Okaloosa -Walton Healthy Start website htto : /healthystartokawalton. / org) include: Providing transportation to doctors' appointments Purchasing diapers, cribs, and car seats Assisting with prenatal care for the uninsured Assessing community needs to enhance access to care Connecting women to services they need Each local Coalition holds responsibility for meeting the project deliverables for their funded service area. Coalitions may sub -contract for specific components of the Healthy Start Program. In many, but not all counties, the local County Health Department serves as a sub -contractor to their coalition to provide Care Coordination or other services under a legal contract. Thirteen coalitions including Broward, Palm Beach, and Miami -Dade contract with non -FDOH vendors to provide these services. The Florida Department of Health in Okaloosa County has historically contracted with the Okaloosa- Walton Healthy Start Coalition for the purpose of providing comprehensive Healthy Start maternal and child health care coordination to pregnant women and infants and prenatal care counseling and medical care case management to pregnant women enrolled in the Medipass Primary Care Case Management Waiver ( MomCare). These services are provided in a home -based setting and not at the health department clinics. The revenue from this contract is solely committed to covering the cost of the Healthy Start Staff and activities including a Program Manager, four Social Workers, a Registered Nurse, a Family Support Specialist, and a Senior Clerk. Dr. Chapman has collaborated with FDOH Central Office, including the Healthy Start Program Office Division of Community Health Promotion /Bureau of Family Health Services) regarding her significant concerns related to the business relationship with the Okaloosa -Walton Healthy Start Coalition over the past 10 years. The last significant event occurred in the last 3 days of the 12 -13 Fiscal Year when the Executive Director failed to manage her state funding for another portion of her program and attempted to right the situation by repeatedly insisting FDOH -Okaloosa find a way
