ACTION --DIRECTION --DISCUSSION Comprehensive Annual Financial Report for the Fiscal Year Ended September 30, 2012 Angela Balant of the accounting firm Warren Averett O'Sullivan Creel presented the Comprehensive Annual Financial Report ( CAFR) for the fiscal year ending September 30, 2012. Ms. Balant discussed recommendations including adoption of new GASB statements regarding the financial reporting for pensions; temporarily suspending the repayments of the general fund advance for the Golf Enterprise fund because of a net loss for the year ending September 30, 2012; and strengthening the City's anti -fraud program. Ms. Balant highlighted areas of employer contributions to defined benefit pension plans; property tax revenue; governmental activities revenues and expenses; and long term debt. Ms. Balant advised the City was in good financial condition and there were no material weaknesses or material noncompliance noted for the year ending September 30, 2012. PRESENTATIONS EDC Quarterly Report Kay Rasmussen from the EDC discussed projects the EDC is currently working on and stated a lot of growth is taking place in the City. Walton Beach  8. 1. b Minutes March 26, 2013 Regular Meeting in the areas of health care, manufacturing, professional business and finance, and these are the kind of opportunities the City needs to consider. She emphasized businesses coming into a city are looking for location, the work force, and the educational opportunities the area can provide. Ms. Rasmussen advised she will prepare information for the Council' s upcoming strategic planning session that will include the industries that are declining as well as those that are expanding.
