Richard Brannon From: Jeff Littrell Sent: Friday, August 30, 2013 4:43 PM To: Jack Allen Ce: Richard Brannon; Mark Wise; Kimberly Kilpatrick; Jeff Oglesby; Jeb S. Chessher; Alice Gaston Subject: FW: Letter of Recommendation WS 52-13 Annual Contract- Gator Boring Attachments: itr of rec gator boring.pdf, Bid Award WS 52-13 Subsurface Utility Bores Aug 2013.pdf Jack, It is well known that OCWS performs many construction projects using our own forces to save money fer our ratepayers. Much of this work involves laying pipe, whether for gravity sewer, sewer force mains or water mains. We often encounter locations and conditions where it is neither practical nor permissible to dig trenches. Such circumstances may include driveways, roadways, wetlands, lakes, rivers and streams. In such cases, we require the installation of subsurface bores, either jack & bore or directional bore. Because we need to utilize subsurface boring services on a regular basis, we maintain a contract with a boring contractor. Work is assigned via task orders. Quality of work, timeliness and reliability of the provider of cur subsurface utility bores are absolutely critical to the successful outcome of our numerous pipeline construction projects. Our current subsurface utility boring contract had run out of annual renewals and this service had not been bid out since 2004. It was deemed necessary to put this service out to bid. An RFP was issued and bids closed on August 22, 2013. We received one bid, from Gator Boring & Trenching, Inc. Gator is the contractor who has held our subsurface utility boring contract from 2004 to the present. They have proved to be extremely reliable, have delivered excellent quality of work and have held the line on prices to a remarkable extent. OCWS staff concurs with the recommendation from our consultants to award the bid for Subsurface Utility Bores (WS 52-13) to Gator Boring & Trenching, Inc., they being the responsive and responsible bidder meeting spec. A .pdf file of their letter of recommendation is attached to this email. Constantine Engineering has performed an analysis of each of the unit cost items and has determined that these items are within or below current and anticipated three year market prices for this type of installation service. Mark Wise will be sending you a copy of the appropriate budget pages and any other paperwork that you require. There is not a single account number in our budget for subsurface utility boring services. These services are provided ona project by project basis and the cost for bores is included in the estimates for total project cost. The available budgeted funds are therefore included in the project costs for individual projects listed within our five year Capital lmprovement Program (CIP) budget. \f you have any questions or require additional information, please contact Mark Wise.
