Strategies to Create Sustainable Service Levels Who do Want to Attract Business or People - Amy / Dick " both" 1 What kind of Business? joyce- start up business John- new or growing businesses that can capitalize on the Industrial Park Bull- something that will bring money and town What markets do we not want to pursue? Bull- Tattoo Shops Trey- we need to get away from only focusing on business that draw their client products basis from the local market. Herb- FOCUSING on exporting Herb- at some point we need to determine what type of business we want to attract. Bull- we need to limit our focus on downtown. What do we want to attract? we have. IB joyce- we need to look at what resources we have with the human capital medical, utility related.... Our population is highly educated and well equipped. Mayor- we need to create a" quality of place" Amy- we need a central place that points people to what we have. Community Wealth Manufacturing- Mayor- underutilized in the whole state John- look at other options like " paddle boarding" Sports Tourism- - Dick- we have planted a seed to venture into this area. We need to maximize it. John- we now have an opportunity to capitalize on it. provide joyce- wants to make sure we do not forget about the other services we while brining people to the new tee center. IE grouping deals with golf, fields, disk golf, and tennis. Amy- we really need to focus on marketing this. Ken Perkins- we must have support from other departments because we can not stand alone on any fire department. Dick- it is not equitable Bull- Do we help the Mary Esther Department' s ISO.. Michael- the above mentioned reasons are the reasons that a contract makes sense. By expanding services we creates a reduced economy of scale and reduce the per capita costs. End goal is to pursue the entire south county option 1- offer a contract to Mary Esther to provide police, fire, sanitation, building inspections. option 2- establish a fee Option 3- just say no Option 4- create a South Okalcosa fire District Mary Esther- can be done by contract Cinco- would take more effort to get out of taxing district Trey- I am concerned about using staff time to pursue ideas that will waste staff time. DIRECTION FOR ALL SURROUNDING JURISDICTIONS DIRECTION- FIRE- 1. Are we truly subsidizing? 2. Complete a study determining the cost benefits for expanding these services. 3. What would it take to be self supporting. DIRECTION- POLICE- 1. Will the Sheriff fight 2. Will this be a profitable venture DIRECTION SANITATION- 1. Prepare a proposal for services. Quality of Life Dick- Charter Protection for the Police Department. To ensure the viability Reasons not to do this Trey- it will hamstring future Councils Hayward- the statute speaks to how this is done. DIRECTION- no action at this time vagrancy- do we want to look at methods to approach the service providers to address the vagrancy problem. Dick- We need to address the difference between vagrancy and homelessness. Trey- we need a professional analysis of why they want to be here, and what we should do to remove the issue. joyce- in order to establish a law to move the vagrants out, we are required to have an alternative place to bring the violators. If you eliminate the thing that are attractive to vagrants, you are eliminate the things that are attractive to the general public. We need to find the balance. She further stated that she believes this is not problem as bad as in other places. DIRECTION- investigate a professional firm to evaluate the vagrant condition and develop a plan to resolve the issue. Get a Quote CRA Expansion- 3 DIRECTION- perform an analysis of the possibility of expanding the CRA Amenities Waterfront- boardwalk, Water Taxi Family Activities- interactive water functions a park DIRECTION- investigate under - exploerd opertunites leveraging the water. Bridge to island - Wright Parkway Mayor- Wright Parkway is best option Dick- looking for direction to provide to county. Bull- we should recommend Wright Parkway as the option. DIRECTION- get analysis that have been completed and evaluate for future discussion. Governmental Efficiency and Productivity Competitive Compensation? joyce- we need to try to at least bring the employees to what they were making in 2008. Looking at decreases in pay from insurance increases and or other COL expenses. Dick- Agrees with joyce' s statements. We need to find a way to " take care of our employees." Amy- Agrees DIRECTION- develop a compensation plan for the upcoming budget, updated compensation plan. DIRECTION- Michael needs to begin conversations to expand services throughout the entire south county. Alternative Revenues & Cost Reduction DIRECTION - RECYCLING- provide costs and introduce a pilot program for recycling. analysis.
