DOC Laraine Van Etten From: Michael Beedie Sent: Friday, April 26, 2013 9'. 16 AM To: Helen Spencer Cc: Laraine Van Etten Subject: Strategic Planning Introduction Here are my notes for my introduction if you want to use them for the minutes Strategic Planning Introduction Good morning Mayor & City Council Members & Members of the Public We are here today to discuss the future of the City of FWB Staff and I have started the FY 2013 - 14 budget process, but with the pattern we have fallen into over the past five years, the outlook is grim Over the last five years, the City has taken a reactive approach to the economy and has forgotten about Strategic Planning This has resulted in the development of a fiscal budget that only addresses the upcoming year, with no comprehensive look into the future and the effects of today' s decisions on tomorrow Over the past year, I have had the opportunity to evaluate the livelihood of the City, and I can tell you, if we continue down the road of reactivity, the City will never prosper and grow; we cannot continue to cut, and in my professional opinion, I can' t stand up here and recommend cutting any services, as we would begin to lose our identity as a City The big theme for the FY 2013 - 14 budget and three to five years out is to be proactive, prepare for the future, and return the City to a sustainable budget City government has shrunk over 33& during the recession, but no services were cut; which results in the famous cliche, " We are doing more with less" The fact of the matter is, City Council has committed to keeping all services, including core services and quality of life services; to the public, there has been no reduction in the quality of service, but internally, we have struggled to stay competitive with other service providers The main reason people decide to move into FWB is because of the high quality services we provide; however, during the recession, other agencies have or are discussing making moves to expand services; we can' t sit back and wait, we need to make our move first There are many opportunities staring us right in the face to become THE service provider in this end of the County; however, we, as City leadership, need to make that commitment to return back to prominence and make people want to move or annex into the City Sustainable budgets is a term I have used ever since we began FY 2012 - 13; with the cuts each department has experienced over the last four to five years, it is nearing impossible to continue to provide the current service level We are committed to creating a sustainable budget that will insure the future of this great city. What we are asking for today is a commitment and direction from City Council to move forward with evaluating existing, enhanced, and new revenue sources; if Council is committed to pursuing the items we will discuss today, I am confident that we will not only continue to provide the level of service our residents are accustomed too, but we will become a leader in NW Florida.
