BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: November 5, 2013 TO: Honorable Chairman and Members of the Board FROM: John Hofstad SUBJECT: Emergency Debris Removal DEPARTMENT: Public Works BCC DISTRICT: All STATEMENT OF ISSUE: Bids were opened on September 5, 2013 for the purpose of selecting a debris removal contractor for services following natural disasters. BACKGROUND: Okaloosa County has previously retained three contractors on standby to provide on-call removal services for debris generated from a disaster. That original contract expired September 30, 2013; but the Board granted a one year extension to prepare bid specifications to re-advertise for the services. Staff performed a bid analysis (see attached) along with assistance from True North Environmental (County debris monitoring firm). The methodology for cost comparison involved averaging the unit cost for collection where the vendor had multiple cubic yard rates associated with the various zones. The unit cost for collection was added to the unit cost for grinding/disposal and then multiplied times 500,000 cubic yards (which was equivalent to the debris generated in Hurricane Ivan). After review of the bids based on average unit cost per cubic yard for collection plus the cost per cubic yard for grinding/processing, staff is recommending the selection of three vendors: 1. DRC Emergency Services (Primary) 2. Kaiser Kane, Inc/SRS, Inc. (Secondary) 3. Crowder Gulf (Secondary) The three recommended vendors represent the three companies with the lowest aggregate estimated costs for debris removal based on the methodology outlined above. OPTIONS: N/A RECOMMENDATIONS: Staff recommends that the Board authorize the following three vendors to be awarded standby contracts to perform any and all services specified in the bid documents: 1. DRC Emergency Services (Primary) 2. Kaiser Kane, Inc/SRS, Inc. (Secondary) 3. Crowder Gulf (Secondary) RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
