RE: Proposed Millage Rate for FY 2008 -09
DATE: September 8, 2008
Background
Chapter 200 " Determination of Millage" of the Florida Statutes sets a statutory timetable for the
calculation and notification to the public of the process to set ad valorem tax millage rates and adopt a
budget. The statute identifies the time frames and briefly describes the tasks to be accomplished during
those time frames.
According to Chapter 200, the City shall within 80 days from when the Property Appraiser certifies the
value of real property in the City of Fort Walton Beach hold a public hearing on the proposed millage and
tentative budget. The City's property value was certified on July 9, and therefore a public hearing must
be held no later than September 26.
Discussion
The 2008 gross taxable property value for operating purposes is $ 1, 383, 195, 309, a decrease of
88, 711, 577 or 6. 0% from the 2007 final gross taxable property value of $ 1, 471, 906, 886.
Roll -Back Rate —per F. S. 200. 065( 1)
The roll -back millage rate is defined as the millage rate that would produce the same amount of ad
valorem tax revenue as was levied during the prior year —exclusive of CRA dedicated increment value,
new construction, deletions, and boundary changes. Because of the decrease is taxable value, the roll-
back rate is actually a roll- forward rate this year ( i. e. a higher millage rate is required to generate the
same amount of tax revenue due to the lower taxable value). The roll -back rate is 4. 6883. This is the
rate above which the City must advertise a tax increase.
Maximum Millage —per F. S. 200. 186
Legislation passed in May 2008 by the Florida Legislature requires adoption of a millage rate dependent
upon the affirmative vote of the governing body. The intent is to limit local governments' ability to
recapture revenues that were lost as a result of the constitutional amendment.
1. Majority Vote ( 4 votes) — roll -back rate calculated per F. S. 200. 065 adjusted for the change in per
capita personal income ( +4. 15 %) and the reduction in taxable value from Amendment One (- 9. 5 %).
The maximum millage by majority vote is 4. 4190.
2. Two -Thirds Vote ( 5 votes) — 110% of roll -back rate calculated per F. S. 200. 065 adjusted for the
change in per capita personal income ( +4. 15 %). The maximum millage by two-thirds vote is 5. 3712,.
3. Unanimous Vote ( 7 votes) or Referendum —any millage rate above 5. 3712 up to 10 mills.
