BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 7, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Subordination of Utility Interests – FDOT Gap Creek Bridge
DEPARTMENT: Water and Sewer
BCC DISTRICT: Four
STATEMENT OF ISSUE: Staff requests the Board of County Commissioners execute a
subordination of County Utility Interests to the Florida Department of Transportation (FDOT).
The FDOT has an interest in a County Utility easement for water and sewer utilities and has
deemed it necessary for right-of-way purposes. The subordination agreement is attached for
your review.
BACKGROUND: The FDOT has plans (FDOT Project # 220162-2-52-01) to replace the bridge
located at Gap Creek on Beal Pkwy (SR 189). As part of the bridge replacement, the FDOT is
seeking additional right-of-way to construct the project. FDOT requests that the County
subordinate a 15 foot wide easement (O.R. Book 1214 Page 26) containing water and sewer lines
near the bridge. The easement is located in newly acquired FDOT right-of-way. A 4" force main
will need to be relocated due to the bridge construction. In exchange for the subordination,
FDOT has agreed to reimburse the County for the cost of the force main relocation for a not to
exceed amount of $29,304.55. The County will retain the same utility rights granted in FDOT
right-of-ways. Please see attached aerial photo depicting the locations of the proposed easement
subordination and 4" force main relocation. County Contract Review has been completed on the
subordination agreement and is attached for your review.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval for the Chairman to execute the
Subordination of County Utility Interests agreement with the FDOT and approval of the related
Resolution.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 7, 2013
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Task Order 66 - MLK Jr Blvd Reconstruction Design Services
DEPARTMENT: Public Works
BCC DISTRICT: Four
STATEMENT OF ISSUE: As part of the Capital Improvement Program in FY13 Public Works
has requested a scope and fee for engineering services to develop the Construction and Bid
documents for the Martin Luther King, Jr. Blvd and Green Acres Rd Improvement Project. Staff
is requesting approval for the attached proposal from HDR Engineering, Inc.
BACKGROUND: Programmed as part of the FY13 Capital Improvement Program are
improvements to Green Acres Rd and Martin Luther King, Jr. (MLK) Blvd (attached). During
the current fiscal year the concept was to acquire the construction design so that in future years
improvements can be made. The five year improvement program currently contemplates
funding the project. It is estimated that the overall improvement project for these two roads will
cost approximately $3.2 million over three years.
In order to make improvements to the roadway, an appropriate engineering design is required.
Staff has negotiated with HDR Engineering, Inc. for the attached scope and fee. HDR is
proposing to perform the requested design and develop construction/bid documents for the not to
exceed fee of $136,413.00. The scope of services is separated into two phases and services
included with this scope and fee are:
Phase I
• Ground Penetrating Radar and Geotechnical exploration services to determine the
condition of the roadway structure and subsurface improvements
• Pavement section design and reconstruction recommendations
• Engineers construction cost estimate based on typical sections
Phase II
• Topographic survey to serve as the baseline for the improvement design
• Development of the construction documents (both plans and specifications)
• Engineers construction cost estimate based on detailed design
• Development of the bid documents
Packet Pg. 417
6.5.a
The scope was separated into the two phases to allow staff the opportunity to determine which
methodology of reconstruction would be the preferred design approach; this is intended as a cost
saving measure. Construction and bid documents will be prepared in anticipation of future
funding to execute the improvements.
Overall design improvements will include the reconstruction of the roadway surface/structure
and reconstruction of the failed drainage system along Green Acres Rd between Beal Parkway
and Beverly Street.
OPTIONS: Approve/disapprove HDR task order proposal 66 to contract C06-1346-PW for the
Martin Luther King, Jr.
