whereby the county gave the city Norriego
Point on the premise the city would harden the Point. Mr.
Sherry said hundreds of cubic yards of sand have been pumped
onto Norriego Point, wondering if any of it is still there. He
felt the Board should make it clear this dredging each year
cannot continue.
The vote was taken on the motion—5 yeas.
Upon inquiry by Mr. Windes, Mayor Seevers stated the City
Council did adopt a Declaration of Emergency for the East Pass
last night. He asked if it would be helpful to have support
from the county on that issue. Upon inquiry by Mr. Amunds, Mr.
Dowd said he believes the Board can direct staff to draft a
letter to that effect. Mr. Windes made motion, seconded by Mr.
Harris, to prepare a letter of support for the emergency
situation at East Pass. 5 yeas. Mayor Seevers thanked the
commissioners for their support on this item and for “bigger
issues.” She remarked the county has been navigating some rough
waters the last couple of months and she supports what the Board
is doing to move forward.

FACILITIES MAINTENANCE – SHALIMAR ANNEX TASK FORCE SPACE
ALLOCATION RECOMMENDATIONS
Mr. Don Turner, Facilities Maintenance Director, stated the
county contracted with Lord & Son for renovation work at the
Shalimar Annex. The Board approved funding for Phase I (design
and drawings) of the project and those services are being
provided by DAG Architects on behalf of Lord & Son. Mr. Turner
pointed out the Board authorized the Task Force to guide
development of the schematic plans. The first meeting of this
Task Force was held in November 2012, noting several more
meetings have been held subsequently. Mr. Turner asked Charlie
Clary with DAG Architects to present the resulting schematics.
Mr. Clary stated the first task was to verify existing
conditions at the facility and to create as-built documents. He
advised the Board that J.R. Stokes provided consulting services.
The next step was to interview the various agencies
(stakeholders) in the county. An overall plan was put together
for the facility with individual plans for individual
departments. Mr. Clary reviewed a series of slides showing the
overall floor plan, Courtroom area, Clerk of Courts area,
Property Appraiser area, Tax Collector area, Supervisor of
Elections area, and BCC area.
Mr. Steve Christopher with Lord & Son joined Mr. Clary to answer
questions. He explained the process of keeping departments
functioning during the renovation,
