$27,000 but more repairs have been determined and will now total
approximately $60,000. Rather than replace this grinder for
$850,000, staff is proposing this piece of equipment be sold at
auction and the proceeds used to hire grinding services
($100,000 annually) to manage the yard trash at Wright and
repair the Morbark 1300 tub grinder used at the Baker Yard Trash
site. Mr. Harris made motion, seconded by Mr. Parisot, to
approve the department head’s recommendation. 5 yeas.
PUBLIC WORKS – MOTOR GRADER OPTIONS
Mr. Hofstad requested authorization to prepare a Request for
Proposals (RFP) for motor grader operations. The leases on
Attachment: March 5 Regular (1657 : Approval of Minutes)
eight motor graders will expire in June 2013 and January 2014.
Four options are being considered by staff for presentation to
the Board:
1. Remain in lease until expiration
2. Exercise lease buy-out
3. Lease new machines
4. Buy new machines outright
Mr. Hofstad stated two of these options require advertisement
and solicitation of bids. Mr. Parisot made motion, seconded by
Mr. Boyles, to authorize the advertisement. 5 yeas.
TOURIST DEVELOPMENT – FIRST QUARTER 2012-13 TDD EXPENDITURES
Mr. Daniel O’Byrne, Tourist Development Department Director,
stated all three agenda items tonight have been reviewed and
vetted by Special Counsel. Upon inquiry by Mr. Amunds, Mr.
O’Byrne stated this presentation is on the website.
Mr. O’Byrne described the TDC allocations for each penny of the
tourist development tax:
1st penny – beach, park improvements and maintenance, shoreline
protection, restoration improvements
nd
2 penny – beach, waterway and tourist destination facilities
improvements, lifeguard services, administration
rd
3 penny – Convention Center and other facility operations
4th penny – Debt service for construction, reconstruction or
renovation of Convention Center and future improvements
th
5 penny – Tourism promotion
Mr. Parisot asked if the annual debt payment should come before
the Board. Mr. Curry replied this is the annual debt payment

for the Convention Center since it was constructed in 2003. Mr.
Parisot recalled something came before the Board last year. Mr.
Stanford said he believes the commissioner is referring to an
item involving a special redemption payment which was brought to
the Board for approval, noting that was a provision of the bond
resolution.
Mr. O’Byrne continued, beginning with an explanation of the
expenditure summary for each penny for the period October 1,
2012 through December 31, 2012. He stated this information is
contained in the agenda packet on page 192. When Mr. Harris
asked if the details will be on the screen, Mr. O’Byrne repeated
these details are in the commissioners’ agenda packet. Mr.
Parisot interjected he thought this issue was addressed at the
Attachment: March 5 Regular (1657 : Approval of Minutes)
last meeting when this item was tabled.
Mr. Boyles stated staff should be given the ability to take the
information from the agenda packets and put them on the meeting
room screens if there is a specific question. He said we cannot
go through 600 slides every night or we would never get done.
Mr. Boyles stated Mr. Parisot evidently has a question on an
expenditure and pointed out the agenda packet information has
more details than the summary slides used in the department’s
presentation. He said he is not certain of what he could or
should do with this information, noting that if this continues
the Board will be reviewing every receipt that comes from Wal-
Mart.
Mr. Parisot referred to a finding and said he believes the Board
is required to do a minimum review. Mr. Curry responded that
information has been provided to each commissioner and to the
public via the website. He also pointed out the details on
these expense slides are so small they could not be seen easily
on the screens. Mr. Curry said he believes Mr. Boyles is right
on target about figuring out a way for staff to put a specific
agenda packet page on the meeting room screens.
Mr. Harris commented Mr. O’Byrne’s briefing gave him a much
better understanding of the process and he appreciates that. He
also concurred with Mr. Boyles about reviewing minute details.
Mr. Parisot referred to Mr. O’Byrne inheriting this budget and
asked about adopting a revised budget. Mr. Curry replied that
is something Mr. Stanford’s office does and it is presented as
budget transfers or budget amendments (resolutions) on the
agenda.

Mr. Amunds asked Mr. Parisot if he has any specific questions on
these slides. Mr. Parisot responded by asking if the Board does
not review all this data in a meeting is it in full compliance
of the Statutes. Mr. Curry again stated these details were made
available to the commissioners and to the public on the website
and he does not want the perception given that it was not
available for review.
TOURIST DEVELOPMENT – APPROVAL OF TASK ORDER #8 WITH PETER MAYER
ADVERTISING
Mr. O’Byrne presented for consideration Task Order #8 with Peter
Mayer Advertising. The not-to-exceed amount of this task order
is $249,500. Ms. Ellen Kempner, Peter Mayer Advertising, came

forward to detail the following specifics of the Shoulder Season
Campaign: background and project assignment, activities and
deliverables, cost, billing, and general assumptions. Mr.
Harris made motion, seconded by Mr. Parisot, to approve this
task order. 5 yeas.
TOURIST DEVELOPMENT – TDC MEMBERSHIP SELECTION PROCESS
Mr. O’Byrne stated he has worked with Special Counsel on
staggered re-entry for six volunteer members of the Tourist
Development Council (TDC). The criteria for membership is
outlined in Section 125.0104(4)(e), Florida Statutes and Section
A.500 of the Tourist Development Operations & Procedures Manual.
Page 241 of the agenda packet outlines the member selection
process and Page 242 lists the composition of the TDC. Page 243
is a copy of the TDC membership application. There shall also
be one elected municipal official from Fort Walton Beach and one
from Destin.
Mr. Parisot stated the council should have both a representative
from both hotels and condominiums. He also asked if former TDC
members may apply. Mr. O’Byrne replied that everyone is able to
apply, both current and former members. Mr. Harris asked if the
individual who did not resign will have to re-apply. Mr.
O’Byrne replied in the affirmative. Mr. Boyles pointed out that
former members desiring to apply cannot have previously
completed a full four-year term. Mr. Harris made motion,
seconded by Mr. Boyles, to approve TDC Membership Selection
Process. 5 yeas.
Mr. O’Byrne stated the Board also needs to appoint a Selection
Committee. Mr. Curry advised the recommended committee
