BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 19, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Polyengineering Task Order 122
DEPARTMENT: Water and Sewer
BCC DISTRICT: 1, 2 & 3
STATEMENT OF ISSUE: The scope of services for this task order includes professional
engineering and technical services required to design and permit a new force main from the East
County Repump Station to the Eglin Main Base Sewer Pump Station. This project, in
conjunction with the above-mentioned stations, will divert East County/Bluewater Bay
wastewater flow from the old Niceville Valparaiso Regional WWTF, and transmit it to the new
Arbennie Pritchett Water Reclamation Facility (APWRF). The Scope of Work for this task order
has been developed and negotiated with Polyengineering per the terms of our Master Services
Agreement to perform these services and requires approval by the Board of County
Commissioners. Task Order 122 is attached for your review.
BACKGROUND: In July of 2009, OCWS entered into a Memo of Understanding with Eglin
Air Force Base (Eglin) to upgrade the 7th Special Forces Group (7SFG) force main in order to
accommodate future wastewater flows from Duke Field, Camp Rudder, and Eglin Main Base. In
the September of 2012, OCWS entered into a contract with Eglin to treat the wastewater from
Eglin Main Base and to construct the necessary infrastructure to transmit the wastewater to
APWRF. Included in this scope of work is for OCWS to design and construct a new sewer
pump station near the Main Base WWTP (at the Northwest Gate). This pump station will
transmit the Base's wastewater to the 7SFG force main, ultimately leading to APWRF.
Following construction, the new Main Base Sewer Pump Station will be owned and maintained
by OCWS. As a result of negotiations of the contract, Eglin allows conveyance of the
wastewater from the East County/Bluewater Bay Service Area to the Main Base Lift Station.
The cost to upsize the new sewer pump station in order to accommodate East County flows is
borne by OCWS. The agreement allows OCWS to reduce the total force main footage required
to convey wastewater to the APWRF as well as reduce the horsepower requirements needed for
pumping. The benefit of this arrangement for Eglin AFB is that it reduces the size of the
easement and it eliminates potential conflicts with possible future runway construction.
In April of 2012, OCWS entered into an interlocal agreement with the City of Niceville and City
of Valparaiso to transfer its ownership and treatment capacity at the NVOC Regional
Wastewater Treatment Plant to the City of Niceville. As part of this agreement, OCWS
transferred its cost sharing responsibility of the NVOC facility, and will divert of all of the flows
from the East County/Bluewater Bay Service Area to the APWRF. As part of this planned
diversion of flow, OCWS would need to construct a new sanitary sewer force main and
repumping station to convey its flows to the APWRF. The proposed East County Repump
Station is shown as Phase 9 on the attached East County Master Sewer Plan (labeled as
"Proposed College Blvd Lift Station"). The sanitary sewer force main is shown as Phase 10.
Note that Eglin has agreed to the alternate route for Phase 10, which allows for the alignment of
the force main into the Eglin Main Base Sewer Pump Station (Phase 5). OCWS has budgeted
$4.5M in FY2012-2014 for the above-mentioned force main (Phase 10), repump station (Phase
9), and upsize to the Eglin Main Base Lift Station (Phase 5). This $4.5M is funded from the
$15M 2012 bank loan.
Similar to the approach chosen for the design of the 7SFG force main and sewer pump station,
OCWS is proposing for Constantine Engineering to design the repump station and
Polyengineering to design the force main. For a project this large and complex, we feel it is best
for these two engineering firms to work together and review each other's work.
Polyengineering's Task Order 122 is for the design and other professional services for the
construction of the new force main. The force main is anticipated to be 16-inch diameter and
approximately 6.7 miles (see attached route). The attached Engineering Scope of Services from
Polyengineering includes the necessary work tasks to complete the scope of work for the design
and permitting associated with the 6.7-mile force main. This Task Order 122 has been
negotiated with Polyengineering for the necessary Scope of Services and is a not to exceed
amount of $137,500.00.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
Polyengineering Task Order 122, for a not to exceed amount of $137,500.00.
