Subject: Approval of Change Order for Well #9 Pump Repair and Installation
1. BACKGROUND:
1. 1. Potable Water Well # 9 is located at 623 Anchors Street NW. The well is currently
being repaired and remains offline.
1. 2. On February 12, 2013, City Council awarded ITB 13 -009 for Well #9 Pump Repair and
Installation to the lowest responsive, responsible bidder, Donald Smith Company, Inc.
of Highland, Alabama in the amount of S37, 1 10. 00.
2. DISCUSSION:
2. 1. When construction commenced, the existing stainless steel shaft was found to have
significant pitting issues which required additional work that was not included in the
original bid package.
2. 2. After further evaluation, Staff determined that 140 feet of the existing stainless steel
shaft was in such a condition that it compromised the structural integrity of the well
shaft. It was further determined that replacing this shaft during the current repair
presented a significant savings opportunity for the City.
2. 3. A change order was submitted on behalf of Donald Smith Company, Inc. for the repair.
3. FINANCIAL INFORMATION:
3. 1. The amount requested on the change order for the repairs is 53, 710. 00. The revised
total amount of the project is $ 40. 820. 00.
3. 2. The change order for the repairs is approximately 10% of the approved contract price.
According to the City' s Purchasing Policies and Procedures, any change order or
change orders that exceed 10% of the overall project cost must receive City Council
approval.
3. 3. The FY 2012 -13 budgeted amount for the project is $ 40,000. The $ 820. 00 over the
approved budget amount is available in the FY 2012 -13 Water Operations budget.
4. RECOMMENDATION:
4. 1. Pursuant to City of Fort Walton Beach Code of Ordinances, Volume 11, Chapter 4,
Section 4.01, Paragraph 4. 01. 25 and the Purchasing Policies and Procedures, Staff
respectfully recommends City Council authorization to execute the requested change
order for ITB 13 -009 for the Well 49 Pump Repair and Installation in the amount of
3, 710. 00 for additional repairs to the well shaft bringing the total contract amount to
