Beedie, City Manager From: Tun Bolduc, Engineering and Utilities Services Director Date: April 23, 2013 Subject: Telemetry System Upgrade for FCC Narrow- Banding Sole Source 1. BACKGROUND: 1. 1. On September 25, 2012, City Council awarded a sole source bid to Data Flow Systems, Inc. for the purchase of Telemetry Control Units ( TCU) according to proposals provided on July 11, 2012. 1. 2. Staff developed a five (5) year plan to convert the current control units for the telemetry system beginning in FY 2011 - 12 and ending in FY 2015 -16 to the new TCU system. The plan prioritizes lift stations with radio systems that do not meet FCC regulations to ensure compliance throughout the process. 1. 3. The FY 2012 -13 replacement schedule consists of converting the TCUs at thirteen ( 13) sanitary sewer lift stations. 2. DISCUSSION: 2. 1. The sole source bid for this item was necessary for the following reasons: 2. 1. 1. The City currently uses Data Flow Systems' SCADA Software System to communicate with the lift stations. 2. 1. 2. This software is proprietary and will need to stay operational through the migration. 2. 1. 3. Staff is trained on the current software program; changing software would require extensive training of Staff at potential additional costs and a reduction in service. 3. FINANCIAL INFORMATION: 3. 1. The total estimated cost to convert the TCUs at the 13 scheduled lift stations for FY 2012 -13 is S9 L 1 25. 00. 3. 2. The purchase schedule for the requested 13 TCUs is budgeted entirely in the FY 2012- 13 Sewer Collections ( 1350) budget. 4. RECOMMENDATION: 4. 1.
