Okaloosa County. Given our commitment and belief in the viability of the area, we realize the need for a strong tourism
sector to support the entire area economy. Continued success for the area must be guided with effort, knowledge and
integrity. | hope to assist the existing Council in achieving the best future success for the area and in particular for the
tourism component of the area.
Include a statement about what your membership will add to the Council:
| have always been considered a creative, yet logical and practical thinker. | am a professional engineer with a masters
degree in management. | have been the owner/principal of Diversified Utilities Consultants, Inc. for more than 27 years. In
my capacity as a consultant, | have been retained nationally and internationally by governmental entities to assist in the
synthesis and critical review of massive amounts of information from both a technical and business perspective. The main
purpose of such efforts is to determine the best solution relating to the prudent and best expenditure of money. The results
of such engagements often have lead to testifying in support of the analyses performed.
Although we began our tourism related property experience with the help of professional condo rental managers, my wife
and | have managed our rental properties ourselves, including our own rental website for the last 9 years. These efforts
have provided firsthand experience with all aspects of our tourism based business. In addition, my consulting business
requires me to travel throughout the US and many parts of Canada. As such, | am exposed to venues and ideas promoted
by other areas to attract tourism dollars. Also worthy of note is the fact that | have been the treasurer for a local

JACOB POUS, P.E.
PRESIDENT, DIVERSIFIED UTILITY CONSULTANTS, INC.
B.S. INDUSTRIAL ENGINEERING, M.S. MANAGEMENT
I graduated from the University of Missouri in 1972, receiving a Bachelor of Science
Degree in Engineering, and I graduated with a Master of Science in Management from Rollins
College in 1980.
Since my graduation from college, I have been continuously employed in various aspects
of the utility business. I started with Kansas City Power & Light Company, working in the Rate
Department, and Corporate Planning and Economic Controls Department.
I joined the firm of R. W. Beck and Associates, an international consulting engineering
firm with over 500 employees in 1976 as an Engineer in its Orlando, Florida office. I resigned
from that firm in November 1986 in order to co-found Diversified Utility Consultants, Inc. At
the time of my resignation, I held the titles of Executive Engineer, Associate and Supervisor of
Rates in the Austin office of R. W. Beck and Associates.
As aprincipal of the firm of Diversified Utility Consultants, Inc., I have presented and
prepared numerous analyses in both retail and wholesale utility proceedings. These analyses
have been performed on behalf of clients, including public utility commissions and state attorney
generals, throughout the United States and Canada.
I have been involved in over 400 different utility rate proceedings, and testified before
regulatory bodies in over 150 cases. I am registered to practice as a Professional Engineer in
many states.
My wife and I own and operate for more than 10 years an extensive number of short term
and long-term rental properties in the Florida panhandle. Many of the properties are beachfront
condominiums in Okaloosa County. In particular, the beachfront rentals require day-to-day and
long-term management, which includes advertising, direct customer communications by phone,
email, text, mail, and in person, bookings, advertising, budgeting, and supervision of
maintenance and house cleaning. I have also been a board member/officer (president and
treasurer) at an Okaloosa Island condominium for eight years.

Intercontinental Hotels Group April 10 1995 September 2007
General Manager: | started as a general manager at a full service Holiday Inn in Plano, TX. Our company
then took over the management contract for Candlewood Suites and I transferred to the Candlewood Suites
Fort Worth. Eventually I was asked to move to the Candlewood Suites in Las Colinas as it was the lowest
performing hotel in our region. I have since turned it into one of the top hotels in our company. I am a very
hands-on general manager and take pride in developing a quality team which in turn takes care of every
guest. I lead the sales effort on a daily business to ensure a constant pipeline of business.
Director of Sales, marketing and Catering/Convention Services: In this position, I shopped all of our
competition and completely changed the catering menus for the hotel. I am in charge of hiring new
managers and employees, setting their goals and training them in all aspects of the sales/catering department.
I maximized revenues for both of our Plano hotels through constant training and leadership of the team. I
set free-sell guidelines, and completed sales/catering forecasts and budgets for both hotels. I attended local
networking events, worked with the Chamber of Commerce, Rotary, and other organizations to bring new
business to the hotels.
Catering Sales Manager: This position entails food, beverage and banquet facility sales. I planned and
revised banquet menus and pricing by shopping other hotels to keep competitive in our market. I worked
closely with the Executive Chef and Director of Banquets on large events up to 2000 people. Most recently,
1 booked, organized and executed an offsite breakfast event for 2000 people. I took on the responsibility of
training new hires in the catering and meeting services department.
Group Sales Manager: Responsible for filling two hotels with higher rated corporate business during the
week. On weekends, my focus shifted to the non-corporate business. I would then seek various events such
as family reunions, church or couples’ retreats, and sporting events. I also worked with meeting planners to
detail all banquets, meetings, transportation, and any outside events. I then would complete all paperwork
and work closely with each department in the hotel to ensure a successful program for each client.
Meeting Services Manager: Responsible for detailing all group business in the hotel. Worked with four sales
managers, corporate and non-corporate, to detail each event that
