Land development regulations are more familiarly known as zoning and subdivision regulations. The City' s Comprehensive Plan Directions, adopted in the Year 2000, included numerous policies requiring updates and amendments to its land development regulations, Land Development Code ( LDC), in order to implement the plan. In addition, numerous sections of the Land Development Code were outdated because they were adopted in the 1960- 1985 period and are now considered archaic. Many LDC provisions are also redundant and conflicting due to the fact the Code has been amended without reflecting on provisions in other LDC sections. The Municipal Planning Board $ upported the need to complete this revision to the Land Development Code at several of their meetings. The City Council at their meeting on May 23, 2006 authorized the City Manager to enter into a contract with Wilson Miller, a multidiscipline consulting firm, licensed in the State of Florida, to accomplish the Scope of Services for $48, 625, and authorized the additional monies to fund the work project. DISCUSSION: The Scope of Services specifies that in the process of defining issues and developing a format the consultant will interview all members of the City Council, the City Manager, City Attorney and the CDS Director to obtain input. The consultant accomplished the above in 2006. Several joint meetings have been held with the Municipal Planning Board an~ Community Redevelopment Agency to gain an understanding of what code provisions need to be modified and revised. The cbntractbr has reported progress at virtually every Municipal Planning Board meeting since the project was initiated. In February 2007 the City held a public workshop at the Downtown library to explain the project and receive any comments or suggestions. Most attendees were from the design profession. The CDS Director announced at the June 7, 2007 MPB meeting that CDS would present the proposed changes which would be of most interest to residents in the several neighborhood organizations at their regular meetings throughout the summer. Comments and suggestions can be incorporated into drafts for final consideration. The enclosed Progress Report highlights the work accomplished to date. The contractor has provided a reVised schedule to Community Development Services. The current schedule is attached as well as samples of some of the work to date.
