Update - Kenwood Traffic Calming Evaluation
Staff will provide a final update to City Council on the implementation of speed cushions on
Country Club Avenue.
Michael Beedie, Engineering/Utilities Director, presented data results gathered on Country Club
Avenue, Powell Drive, and Fairway Avenue since February 14, 2012 which included traffic
analysis results, speed analysis results, and baseline noise level readings.
Based on these findings, Staff recommends converting four locations of the existing speed
cushions to permanent on Country club Avenue; installing additional speed cushions at in front
of 641 and 642 Country Club Avenue; installing one set of speed cushions between Eagle Street
and location of the first speed cushion north of Eagle Street; installing one set of speed cushions
in front of 610 and 613 Country Club Avenue; installing a minimum of one set of speed cushions
between Wedgewood Lane and Club Place and installing one set of speed cushions between Rue
de le Roi and Mooney Road. Staff also recommends installing flashing school zone lights with
radar speed indicators at intersections and/ or flashing warning lights prior to each three -way stop
along Country Club at Eagle Street and Wedgewood Lane. Also, lane delineators with temporary
curbing would be installed at the right turn entrance from the north end of Mooney road onto
Country Club.
Rudy Segalski, 644 Country Club Avenue, distributed handout from the residents of Country
Club expressing their concern on Staffs recommendations and asked that Council consider an
earlier plan he discussed of closing Country Club for 30 days to obtain data, then return to
Council with a new set of data.
Billy Walker, 635 Country Club, stated the speed bumps are right in front of his home and
complained of the excess noise.
The vote on the motion to approve Staffs recommendations to make traffic calming
improvements on Country Club Avenue, Fairway Avenue, and Powell Drive carried
unanimously.

Discussion of a Non -Binding Referendum on Police Services
Per direction of Council on March 13th, this item has been placed on the agenda.
Mr. Goodwin stated his thought that a non- binding referendum on the issue of police
consolidation is a good idea for placement on the ballot for the general election on November 6,
when a high turnout of voters is expected due to the national presidential election.
Council discussion included the deadline to have it placed on the ballot for November, as well as
the cost; the possibility of placing it on the water bill; the importance of the public know exactly
what they are voting for; and the fact that the FY 12 -13 budget will have already been adopted
before the November election.
Additional discussion included that the report from the police chief is ready and will be
distributed to Council in the morning, and that it might be wise to wait and study the information
when it is released before making a decision on a referendum.
Bill Patterson, 35 Anastasia, expressed his feeling that having a referendum in the primary
election would be a good idea.
Christine Gleason, 221 Bayou Woods Drive, stated the idea of having a survey on the water bill
istheira good idea; however, many people pay on -line and many of elderly residents may not get
voices heard if placed on the water bill.
Tony Taylor, 35 -year veteran of the Police Department and current candidate for sheriff,
suggested a change in the charter be made to make a binding referendum.
John Braun, 124 Miracle Strip Parkway, stated he received 52 signatures on a document in favor
of a referendum.
Amy Jameson, 211 Chateguay, likes the idea of a referendum.
Michael Barnes, Okaloosa Citizens Alliance, spoke in favor of a referendum to go along with the
City government election in March.
David Hall, 113 Bernard, stated the people should have the opportunity to vote on the issue.
After hearing the discussion, Mr. Goodwin agreed it would be a good idea to wait until Council
has the opportunity to review additional information, and to delay any decision at this time.
There was no vote taken on the issue.
