BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 19, 2015 TO: Honorable Chairman and Members of the Board FROM: Ed Schroeder SUBJECT: Beach Parks Janitorial Services RFQ DEPARTMENT: Tourist Development Department BCC DISTRICT: 2,5 STATEMENT OF ISSUE: Request approval to issue a Request for Qualifications (RFQ) for beach parks janitorial services and appoint members of the review committee. BACKGROUND: The current contract for beach parks bathroom cleaning is held by Horizons of Okaloosa County and expires in September 2015. The contract provides for automatic annual renewals. Horizons has provided this service for many years and there is no record of these services having ever been competitively bid. The County Attorney recommends these services be put out for competitive procurement. Due to the type of service provided, the benefit to allowing non-profits to perform these type of services, and the ability to support non-profits in the community, the contract may be limited to non-profits if the Board desires. At its February 26 meeting, the Tourist Development Council recommended putting the services out to bid with the understanding that responses would be evaluated not solely based on price but on the overall benefit and value for the dollars spent. The following RFQ review committee members are proposed: Interim Facility Maintenance Director; Finance, Administration, & Compliance Manager; and a member of the Board of County Commissioners. The Purchasing Department will coordinate the process and serve as a facilitator for meetings of the review committee. OPTIONS: Approve or Disapprove RECOMMENDATION: Issue a Request for Qualifications (RFQ), limited to non-profits, for beach parks janitorial services and appoint the aforementioned members of the review committee.
