STATEMENT OF ISSUE: Approve a request from Stephen Hill owner of Holiday Isle Beach
Service Inc. To obtain a Qualified Beach Vendor (QBV) Certificate and Qualified Beach Vendor
Beach Vehicle Permit (QBVBVP) to provide beach chair and umbrella rentals on designated
public beaches on Okaloosa Island. This is a new application.
BACKGROUND and ANALYSIS: Stephen Hill, owner of Holiday Isle Beach Service Inc., has
met the requirements specified in Ordinance No. 13-07, County Recreation Areas: Section 5.
Permitted Vehicle on the Beach, Park, and Recreation Areas; Section 8: Commercial Activity on
Public Lands: Section 10. Permit for a Designated Beach Property to obtain a Qualified Beach
Vendor Certificate (QBVC) and Qualified Beach Vendor Beach Vehicle Permit (QBVBVP).
Granting this request will permit said business to conduct commercial beach chair and umbrella
rentals on designated public beaches and access the beaches of Okaloosa Island in specified
vehicles on scheduled dates/times.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Approve the Qualified Beach Vendor Certificate 0050 and Qualified
Beach Vendor Beach Vehicle Permit 0050 for the calendar year of 2016 (16QBVC0050 &
16QBVBVP0050) to Stephen Hill owner of Holiday Isle Beach Service Inc.
