BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 17, 2015 TO: Honorable Chairman and Members of the Board FROM: Dino J. Villani SUBJECT: Interlocal Agreement for 15 Lead Cardiac Monitor Grant DEPARTMENT: Public Safety BCC DISTRICT: All STATEMENT OF ISSUE: Request approval of an Interlocal Agreement between Okaloosa County and the Okaloosa Island Fire District, Ocean City Wright Fire District, and North Bay Fire District for a US Department of Homeland Security Regional Assistance to Firefighters Grant Application for new Cardiac Monitor/Defibrillators. BACKGROUND: Okaloosa County EMS and the three Fire Districts that participate in its Advanced Life Support Fire partnership agreement have used the PhysioControl LifePak 12, 12- lead monitor/defibrilators for cardiac diagnosis and treatment since 1998. They are seriously aged monitors that require replacement due to having reached their end-of-service life. The monitors lack the latest advancements in cardiac monitoring technology and fail to meet current pre-hospital standards of care. Okaloosa Island Fire Department has submitted a regional grant application to the US Department of Homeland Security’s Assistance to Firefighters Regional Grants Program requesting $858,341 in total funding to replace 25 obsolete cardiac monitors in 4 different departments in Okaloosa County. Okaloosa EMS will receive 15 if the request is fully funded. This Interlocal Agreement is a requirement for funding and demonstrates a community-wide need and support for the funding request. The agreement outlines the allocation each agency will receive, the responsibility of the individual agencies regarding match funding, and agency ownership of the monitors once received. Coordination and approval through Risk Management and the County Attorney has been completed. Okaloosa County's match is $46,350.40 which has been budgeted. OPTIONS: Approve/Disapprove. RECOMMENDATIONS: Approve the Interlocal Agreement between Okaloosa County and the Okaloosa Island Fire District, Ocean City Wright Fire District, and North Bay Fire District for a US Department of Homeland Security Regional Assistance to Firefighters Grant Application for new Cardiac Monitor/Defibrillators. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
