STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve an
Inducement Resolution allowing reimbursement of certain costs of capital improvements at VPS,
DTS and CEW airports.
BACKGROUND: The Board has approved the Airport's request to seek a cash-flow "bridge"
loan for extraordinary cash requirements that will result from the concurrent execution of various
capital projects for which reimbursement will be forthcoming from both Federal and State
Grants. These projects include the Aircraft Rescue and Fire Fighting Facility to be constructed
on Northwest Florida Regional Airport's four acre leasehold on Eglin AFB, the new Air Traffic
Control Tower at Destin Airport, the new Bob Sikes Airport's Foy Shaw Roadway, and the
outbound Baggage Handling/in-line Explosive Detection System upgrade at Northwest Florida
Regional Airport. The loan to be secured from the Florida Association of Counties will be the
short term line of credit funding resource pending reimbursement from various grants. The
Inducement Resolution is required pursuant to United States Treasury regulations in order for the
County to reimburse itself from tax exempt debt for capital costs incurred on the identified
projects.
The attached Inducement Resolution has been prepared by the County's Bond Counsel, Mark
Mustian of Nabors, Giblin and Nickerson.

RECOMMENDATIONS: The Department of Airports recommends that the Board approve the
inducement resolution for signature by the Chairman.
