water runoff and airborne dust to adjacent
properties and walkways, according to requirements of authorities having jurisdiction.
Stormwater Control: Comply with authorities having jurisdiction. Provide barriers in
and around excavations and subgrade construction to prevent flooding by runoff of
stormwater from heavy rains.
Tree and Plant Protection: Install temporary fencing located as indicated or outside the
drip line of trees to protect vegetation from damage from construction operations.
Protect tree root systems from damage, flooding, and erosion.
Barricades, Warning Signs, and Lights: Comply with requirements of authorities
having jurisdiction for erecting structurally adequate barricades, including warning
signs and lighting.
Temporary Enclosures: Provide temporary enclosures for protection of construction, in
progress and completed, from exposure, foul weather, other construction operations,
and similar activities. Provide temporary weathertight enclosure for building exterior.
1. Where heating or cooling is needed and permanent enclosure is not complete,
insulate temporary enclosures.
Temporary Fire Protection: Install and maintain temporary fire-protection facilities of
types needed to protect against reasonably predictable and controllable fire losses.
Comply with NFPA 241.
1. Prohibit smoking in hazardous fire-exposure areas.
Supervise welding operations, combustion-type temporary heating units, and
similar sources of fire ignition according to requirements of authorities having
jurisdiction.
3. Develop and supervise an overall fire-prevention and -protection program for
personnel at Project site. Review needs with local fire department and establish
procedures to be followed. Instruct personnel in methods and procedures. Post
warnings and information.
4. Provide temporary standpipes and hoses for fire protection. Hang hoses with a

SECTION 01500
TEMPORARY FACILITIES AND CONTROLS
1. Maintain in continuous service all existing oil and gas pipelines, underground
power, telephone or communication cable, water mains, irrigation lines, sewers,
poles and overhead power, and all other utilities encountered along the line of
work, unless other arrangements satisfactory to owners of said utilities have been
made.
2. Where completion of Work requires temporary or permanent removal and/or
relocation of an existing utility, coordinate all activities with Owner of said utility
and perform all work to their satisfaction.
3. Protect, shore, brace, support, and maintain underground pipes, conduits, drains,
and other underground utility construction uncovered or otherwise affected by
construction operations.
4. Keep fire hydrants and water control valves free from obstruction and available
for use at all times.
5. In areas where the CONTRACTOR’s operations are adjacent to or near a utility
such as gas, telephone, television, electric power, water, sewer, or irrigation
system and such operations may cause damage or inconvenience, suspend
operations until arrangements necessary for protection thereof have been made by
the CONTRACTOR.
6. Notify property owners and utility offices which may be affected by the
© construction operation at least 2 days in advance.
a. Before exposing a utility, obtain utility owner’s permission. Should service
of utility be interrupted due to the CONTRACTOR’s operation, notify
proper authority immediately. Cooperate with said authority in restoring
service as promptly as possible and bear costs incurred.
7. Do not impair operation of existing sewer systems. Prevent construction material,
pavement, concrete, earth, volatile and corrosive wastes, and other debris from
entering sewers, pump stations, or other sewer structures. Maintain original site
drainage wherever possible.
3.5 OPERATION, TERMINATION, AND REMOVAL
A. Supervision: Enforce strict discipline in use of temporary facilities. To minimize waste
and abuse, limit availability of temporary facilities to essential and intended uses.
B. Maintenance: Maintain facilities in good operating condition until removal.
1. Maintain operation of temporary enclosures, heating, cooling, humidity control,
ventilation, and similar facilities on a 24-hour basis where required to achieve
indicated results and to avoid possibility of damage.

TEMPORARY CONTROLS
Air Pollution Control:
ine
.
Minimize air pollution from construction operations.
Burning of waste materials, rubbish, or other debris will not be permitted on or
adjacent to the site.
Conduct operations of dumping rock and of carrying rock away in trucks to cause
a minimum of dust. Give unpaved streets, roads, detours, or haul roads used in
the construction area a dust-preventive treatment or periodically water to prevent
dust. Strictly adhere to applicable environmental regulations for dust prevention.
Provide and maintain temporary dust-tight partitions, bulkheads, or other
protective devices during construction to permit normal operation of existing
facilities. Construct partitions of plywood, insulating board, plastic sheets, or
similar material. Construct partitions in such a manner that dust and dirt from
demolition and cutting will not enter other parts of existing building or facilities.
Remove temporary partitions as soon as the need no longer exists.
Noise Control:
Provide acoustical barriers so noise emanating from tools or equipment will not
exceed legal noise levels.
Noise Control! Plans: Proposed plan to mitigate construction noise impacts and to
comply with noise control ordinances including method of construction,
equipment to be used, and acoustical treatments.
Water Pollution Control:
Divert sanitary sewage and non-storm waste flow interfering with construction
and requiring diversion to sanitary sewers. Do not cause or permit action to occur
which would cause an overflow to an existing waterway.
Prior to commencing excavation and construction, obtain ENGINEER’s
agreement with detailed plans showing procedures intended to handle and dispose
of sewage, groundwater, and stormwater flow, including dewatering pump
discharges.
Comply with procedures outlined in U.S. Environmental Protection Agency
manuals entitled, “Guidelines for Erosion and Sedimentation Control Planning”
and “Implementation, Processes, Procedures, and Methods to Control Pollution
Resulting from All Construction Activity,” and “Erosion and Sediment Control-
Surface Mining I Eastern United States.”
Do not dispose of volatile wastes such as mineral spirits, oil chemicals, or paint
thinner in storm or sanitary drains. Disposal of wastes into streams or waterways

is prohibited. Provide acceptable containers for collection and disposal of waste
materials, debris, and rubbish.
D. Erosion, Sediment, and Flood Control:
1. Provide, maintain, and operate temporary facilities to control erosion and
sediment releases, and to protect Work and existing facilities from flooding
during construction period.
2. Design erosion and sediment controls to handle peak runoff resulting from 25-
year, 24-hour storm event based on U.S. Weather Bureau, “Rainfall-Frequency
Atlas of the United States for Durations from 30 Minutes to 24 Hours and Return
Periods from | to 100 Years,” Technical Paper No. 40, 1981.
3. Size temporary stormwater conveyances based on procedures presented in U.S.
Department of Agriculture, “Urban Hydrology for Small Watersheds,” Soil
Conversation Service Engineering Technical Release No. 55, 1986.
