SCOPE
Who:
Okaloosa County Board of County Commissioners is applying for the Shirley Conroy Rural
Capital Equipment Grant to serve the residents of rural Okaloosa County with trips whose
origin or destination is in the rural area within the service area. According to the 2010 U.S.
Census, the population of Okaloosa County was approximately 181,000 with the rural
population at approximately 22,000. Although Crestview is the County Seat of Okaloosa
County, it is a small city located in rural County but is the fastest growing city in Florida.
What:
The Grant will assist the county in acquiring approximately five (5) wheelchair accessible Ford
Transit small buses for trips whose origin originates in rural Okaloosa County or whose
destination is rural Okaloosa County. The buses will be purchased with an on-board camera
and surveillance system. After delivery, the County will wrap the buses with the Emerald
Coast Rider Logo. These vehicles will be dedicated to rural service trips. These buses are for
service expansion and will not replace buses or vans in the fleet currently serving rural
Okaloosa County.
Where:
Okaloosa County is located in Florida’s panhandle or the northwestern portion of the state.
The unique makeup of the county provides its biggest transportation challenge with the
urbanized area being located in the southern portion of the County and the rural area in the
northern portion. The two areas are separated by three military bases including Eglin Air
Force Base, Hurlburt Field and Duke Field. The County’s contracted transit operator currently
rents an office and parking spaces from a non-profit group located in Crestview. However, the
County is in the process of applying for grant funds to purchase a mobile office which will be
located in the rural area (Crestview).
When:
Service is currently being provided to citizens of rural Okaloosa County. However, demand
continues to increase and resources are limited which has resulted in an increase in denial of
trips. The Project will officially start immediately after award of the Grant with submitting the
order form to TRIPS for purchase of the buses. Project trips will officially start after buses are
delivered which is anticipated to be 90 to 120 days after the order is placed. The project length
is ongoing throughout the useful life of the buses. The County will seek to continue the level of
service after the useful life of the buses by seeking funding to replace the buses.
How:
Utilize current contractor to provide more trips by increasing number of buses in fleet inventory
in rural area. Priority for service will be with any unmet needs and denials of rural area citizens
including providing more trips to the urbanized area of the county as well as out-of-county trips.
Vehicles will be purchased from the state contract, TRIPS-15-MB-NB, which is managed by
the Florida Department of Transportation Public Transit Office. The Ford Transit Vehicles U4X
will be equipped with three (3) wheelchair passengers and seven (7) folding seats.

Rev. 07/01/2016
The 10% match for the Shirley Conroy Grant will come from Program Income that has been
earned from service contracts for providing transportation service.
Why:
Crestview, located in rural Okaloosa County, is one of the fastest growing cities in the state of
Florida. Demand Response trips who origin and/or destination is in rural Okaloosa County
comprises approximately 37% of all the County’s Demand Response Trips. These trips
include transportation to employment, medical facilities, social events, recreation, day care,
shopping and other personal trips. The 2014 per capital income for the County was $21,525,
which is almost $5,000 below the State of Florida’s average. Further, persons below the
poverty level for the County was 20.5% which is four percentage points higher than the State’s
average. These dedicated rural buses will provide more public transportation service in rural
Okaloosa County and its more needy residents where the trip origin or destination is rural
Okaloosa County. Mobility throughout the County continues to be a challenge for all Okaloosa
County residents but for the most vulnerable populations such as the disabled, elderly, low-
incomed or incapacitated minors, it’s especially difficult. With the recent increase in the
number of denials as well as the unmet needs of some of the most rural portions of the
County, Okaloosa County would greatly benefit from this Capital Grant award.
