PUBLIC HEARING - ORDINANCE AMENDING DEVELOPMENT DESIGN STANDARDS
OF LAND DEVELOPMENT CODE
Mr . Stewart stated the proposed ordinance is to amend Chapter 6
Development Design Standards of the Land Development Code (LDC) ,
specifically Section 6 . 05 . 00 for Landscaping and Subsection
6 . 05 . 02 Landscape Area Requirements . He advised that this public
hearing has been advertised in compliance with legal requirements .
Mr . Elliot Kampe rt , Growth Management Director , explained the
current language in Subsection 6 . 05 . 021 of the LDC requires use of

landscaping. In recent years there have been four requests for
variances to substitute palm trees for the required shade or canopy
trees . In each case the Board of Adjustment granted the variance .
The beach areas represent special conditions and circumstances not
generally found in other areas of the county . This includes soil
conditions , salt air , tourist destination/ resort character , and
aesthetic conditions shared with the City of Destin .
Mr . Kampert stated the proposed change will allow palm trees
adaptive to Northwest Florida as acceptable required trees only on
Okaloosa Island and the unincorporated area of Destin/Moreno
Point . The Planning Commission recommended approval of the
amendment at its public hearing on August 11 , 2016 by unanimous
vote .
