He said at the same approximate time of that meeting in the spring , Waste Management began sending a roving truck around to pick up bulk goods left beside the roadways . Mr . Barrow stated when he spoke to a Waste Management representative about the new routine , the person responded they were doing the new service because it made them (Waste Management) look bad to have the bulk goods on the roadways . He was complimentary of the service but stated Waste Management has now stopped the roving truck . Mr . Barrow said he reviewed the RFP which will be discussed later in the meeting and does not see any requested changes . He recommended further work on the RFP , pointing out the contract with the current provider was extended for one year and there is time for more review . Mr . George Barrow , Mooney Road , referred to the April 5 presentation on solid waste services and remembered a number of people speaking who had problems with the services . He reported that he reviewed the proposed RFP and found very few changes regarding the pick-up requirements in the 1400 - page document . Mr . Barrow asked the Board to again look at the requirements and consider making a roving truck for picking up bulk items a requirement of the RFP I contract. He suggested staff include technical innovations in the RFP . Mrs . Ketchel responded that she takes these recommendations seriously .
