(WS 56-14) to Automation Control Service (ACS), they being the lowest responsive and responsible bidder meeting specifications. A .pdf file of the Constantine Engineering recommendation letter is attached and a hard copy will follow. We recommend bid award for the low base bid with the additive cost to utilize the Rockwell Controls MCC & VFDs for a combined lump sum total of $ 210,828.00, with a maximum delivery time of 150 days from receipt of the County purchase order. The Board of County Commissioners received two (2) responsive bids for the project. The project was bid with a Total Base Bid. The Total Base Bid was for a complete Motor Control Center, Variable Speed drives, and Control Panel, HMI and start-up services for operation of 3-100hp centrifugal pumps. Automation Control Service, LLC (ACS) was the lowest bidder meeting all the qualification requirements specified in the contract documents and provided supporting documentation of similar products of same quality and operational performance as outlined in the technical specifications. Both bidders proposed Eaton Controls as one the two approved MCC and VFD manufactures listed in the specification with their bids. However, ACS also included a write in additive cost in the amount $ 31,925 to utilize the other approved manufacture, Rockwell Automation (Allen Bradley). Currently, all other major pumping station in the OCWS system, utilizing VFDs are manufactured by Rockwell Automation. It is of the opinion and recommendation of Constantine Engineering the Rockwell Automation MCC & VFD Drives will provide OCWS with a more systematic product and operational familiarity in its system.
