the Golf Club is a very well run and efficient operation. Turning it over to a private company is not likely to significantly improve an excellent operation. Currently, many of the daily operations of the clubhouse are privatized and these operations should continue to be administered as they are now. Recommendation #26: Do not contract the golf club with a private management firm at this time. Continue the privatization of selected clubhouse functions. Subsidization of the Golf Club Finding: The City Council keeps the golf fees low by occasionally permitting the general fund to subsidize the operations of the Golf Club. This is not a serious problem but it should be stopped as this enterprise activity should pay its own way as well as some of the overhead expenses for the City' s operations. The City could use the undeveloped land for other recreational activities as long as they are enterprise fund activities that are not subsidized by the general fund. When this is done, the City can charge such funds to the enterprise fund to cover their portion of City overhead costs. Doing this reduces the pressure on the general fund. However, it would have to be politically acceptable to the community. Alternative Services Delivery Study for Fort Walton Beach, Florida Page 8- 7 Golf Course Recommendation # 27: Require the Golf Club to generate sufficient revenue to cover all expenses. Cease to provide general fund subsidies to golf operations. Require internal service fund payments for City administrative services. There would be no savings but dollars would not have to come out of the general fund and the golf fees would have to be increased slightly. Transfer of Maintenance: Finding: The Maintenance Unit could be transferred to and combined with other City units that take care of grasses. Given the specialization of turf management for golf, this is not a good idea, as golf has higher and different standards and requirements than other turf settings. Presently, the maintenance unit in the Golf Club does have an excellent working relationship with its parallel unit in Recreation. Possibly, this interagency relationship could be expanded to other City functions such as cemetery turf management, but significant savings in this area are not likely and the possibility of making a good situation worse are likely. Any such organizational changes in this area should be approached with caution. Recommendation # 28: Retain greens and golf course maintenance in its current organizational structure, while simultaneously developing maintenance standards and time estimates for maintenance functions.
