Attachment: I. m. Articial Reef construction piggy-back (5950 : Artificial Reef Pre-Fab Construction contract (Erika Zambello))
FROM: Ed Schroeder, Tourist Development Department Director
Erika Zambello, Marine Economic & Tourism Development Resource Coord.
SUBJECT: Artificial Reef Pre-Fab Construction (FWC Grant 15097)
STATEMENT OF ISSUE: Request approval to piggy-back on Walton County’s competitive solicitation
and enter into a contract with Colleen Marine for artificial reef construction.
BACKGROUND: The County was awarded a $60,000 non-matching grant from the Florida Fish and
Wildlife Conservation Commission (FWC) to construct an artificial reef from pre-fabricated units.
Construction must be completed by August 31, and the agency is unable to grant a time extension. There
were no respondents to Okaloosa County’s solicitation. However, Walton County received one
respondent for their FWC grant project.
Florida statute requires competitive bidding; however, if another County has already gone through the
statutorily required competitive process to hire a contractor, another County can utilize that contractor.
This is referred to as “piggy-backing”. Walton County and the vendor, Colleen Marine, are both willing
to allow Okaloosa County to piggy-back, and the FWC is also agreeable to this approach. Colleen Marine
has indicated they are comfortable performing the extra work by the August 31 deadline.
The Colleen Marine contract will be presented at the July 26 Walton County commission meeting. If the
contract is approved by Walton County, a similar contract could be developed between Okaloosa County
and Colleen Marine for Board consideration in August.
Pursuant to section E.200 of the TDD Manual, the Council shall review and provide a recommendation
for all proposed contracts requiring Board approval. Due to the extremely short timeline, staff requests
TDC conceptual approval for a contract with Colleen Marine for artificial reef construction pursuant to
FWC grant 15097.
OPTIONS: Approve or Deny
RECOMMENDATION TO BCC: Approve piggy-backing on Walton County’s competitive solicitation
and enter into a contract with Colleen Marine for artificial reef construction pursuant to FWC grant 15097,
contingent upon TDD attorney approval and completion of contract coordination process.
